Focusing on the "new three" industries and keeping a close watch on core regions such as the Yangtze River Delta and the Pearl River Delta, it has promoted the signing and landing of a number of major and mega projects, including new energy vehicle parts with a total investment of 7 billion yuan and new material production with a total investment of 5.3 billion yuan. It has deepened investment attraction through native elites, established a revitalization and development promotion association, set up branches in Beijing, Shanghai, Shenzhen and other places, built bridges for communication and contact with native elites living elsewhere, and encouraged native elites to pay attention to and support the development of their hometown. Centering on the needs of strengthening, supplementing and extending the chain of leading industries, it has seized the opportunities of industrial gradient transfer in cities such as Suzhou and Dongguan, compiled industrial chain maps, and carried out precise investment attraction. Through "daily bulletins, monthly special reports and quarterly competitions," it has created a strong investment attraction atmosphere of "comparing, learning, catching up and surpassing." Since the beginning of this year, Huai'an District has sent more than 16,000 person-times for outbound investment attraction and collected more than 400 pieces of valuable information; it has newly signed 94 projects of more than 100 million yuan, with an agreed investment attraction amount of 34.786 billion yuan, up 27.03% and 10.53% year on year respectively.

Strengthen services and improve efficiency, and factor guarantees have been continuously improved. It has compiled five batches of contiguous land expropriation and development plans, guaranteed land expropriation for projects such as Conch Photovoltaic Glass and the 3-million-ton salt production project, disposed of 1,527 mu of inefficient and idle land, digested 4,635 mu of approved but unprovided land, and compiled and formed two reserve plans for concentrated contiguous industrial land of more than 500 mu each, making preparations for undertaking the landing of major and mega projects. It has revitalized existing environmental resources, continued to carry out the work of "checking total volume, calculating reduction and freeing up total volume" for industrial sources, domestic sources, agricultural sources and transportation sources, and accumulated 337.8 tons of water pollutants and 268.1 tons of air pollutants into the reserve, guaranteeing the landing of projects such as Xinlai Clean and Jinyang Technology. Every quarter, it sorts out the list of key projects, implements the promotion mechanisms of "two-day reports" and "weekly regular meetings," compacts the work responsibilities of units responsible for factor guarantees, approval services and agency services, and ensures that projects change every day and make progress every week. It has set up a special task force for tackling major and mega projects, adopted the "four noes and two straights" method to go deep into the project frontline, and carried out on-site supervision, coordination and assistance, assignment and reminders, and supervision and promotion, strengthening precise "acupoint" targeting and process effectiveness, and promoting the continuous improvement and acceleration of project construction. Since the beginning of this year, 52 projects of more than 100 million yuan have newly started construction, up 73.33% year on year; 35 projects of more than 100 million yuan have newly been completed, up 84.21% year on year.
