Construction Bidding Announcement for the Reconstruction and Expansion Project of the Hami to Tuyugou Section of the G30 Lianyungang–Horgos Expressway

I. Project Overview

Region where the bidding project is located: Xinjiang Uygur Autonomous Region

Project scale: This project is located within Hami City and Turpan City in the Xinjiang Uygur Autonomous Region, with the route generally running east-west. The route starts at the north exit of Hami on G30 and ends at the Tuyugou Interchange in Tuyugou Town, Shanshan County, Turpan City. The starting chainage is K3017+000; heading westward, it passes through Hami, Erbao Town, Sandaoling Town, Hongshankou, the Lanzhou–Xinjiang Railway, the Lanzhou–Xinjiang High-Speed Railway, Qiketai Town, Shanshan, and Lianmuqin, and ends on the west side of the Tuyugou Interchange (YK3362+059.899/ZK3362+081.303), connecting seamlessly with the Turpan (Tuyugou) to Xiaocaohu section of the Lianyungang–Horgos Expressway (G30). The total route length is 345.209 km, of which the integrated (single-carriageway) subgrade section is 127.081 km long and the separated subgrade section is 218.128 km long.

The main line is built to expressway standards with a design speed of 120 km/h; the integrated subgrade is 42.0 m wide and the separated subgrade is 20.75 m wide. Bridges and culverts have the same width as the subgrade, and the load standard is Highway Class I. The auxiliary road of the Hongtai Gas Gathering Station is built to Class IV highway standards with a design speed of 20 km/h, a subgrade width of 6.5 m, a bridge width of 6.5 m, culverts having the same width as the subgrade, and the load standard is Highway Class II. The main line includes 2 major bridges, 15 medium bridges, 195 small bridges, 644 culverts, and 34 passage culverts; the entire line has 16 interchanges, 16 overpasses, 1 section monitoring and management sub-center, 5 maintenance work areas, and 7 service areas (co-built with parking areas); the auxiliary road of the Hongtai Gas Gathering Station is 19.641 km long in total. The main control points along the route are: Hami City, Erbao, Sandaoling, the Hundred-Mile Wind Zone, the Lanzhou–Xinjiang Railway, the Lanzhou–Xinjiang High-Speed Railway, Qiketai, Lianmuqin, Tuyugou, National Highway G312, basic farmland, special-use land, karez (underground irrigation channels), natural gas and oil pipelines, high-voltage transmission lines, etc.

This bidding project is divided into 12 bid sections.

II. Obtaining the Bidding Documents

Obtaining period: November 10, 2023 to December 5, 2023

Obtaining method: (1) All those intending to participate in bidding shall register as online members on the electronic trading platform of the "Xinjiang Uygur Autonomous Region Public Resources Trading Network" and obtain a CA digital certificate. (2) After completing member registration, from November 10, 2023 to December 5, 2023, between 10:00 and 19:00 daily (Beijing time, the same below), log in to the "Electronic Trading Platform" via the Internet using the CA digital certificate, specify the bid section to be bid for, pay the bidding document fee through online banking, and then download the bidding documents, drawings, and reference materials.

III. Submission of Bid Documents

Submission deadline: 11:00 on December 6, 2023

Submission method: The bid documents shall be encrypted bid documents. The deadline for submission of bid documents (the bid submission deadline, the same below) is 11:00 on December 6, 2023. Before the bid submission deadline, bidders shall log in to the "Electronic Trading Platform" via the Internet using the CA digital certificate, upload the encrypted bid documents, and save the electronic receipt voucher automatically generated by the system after successful upload; the submission time shall be the time of the electronic receipt voucher.
