Recently, the Ministry of Housing and Urban-Rural Development issued the "Notice on Launching the Pilot Work of Digital Management Reform for the Whole Life Cycle of Engineering Construction Projects" (Jian Ban Ting Han [2023] No. 291). It was decided to carry out the pilot work of digital management reform for the whole life cycle of engineering construction projects in 27 regions including Tianjin.

In order to implement the State Council's deployment on the reform of the engineering construction project approval system, in accordance with the requirements of the National Housing and Urban-Rural Construction Work Conference on "Digital Housing and Urban-Rural Development," and to accelerate the advancement of digital management for the whole life cycle of engineering construction projects, it was decided to carry out the pilot work of digital management reform for the whole life cycle of engineering construction projects in 27 regions including Tianjin (including Chengdu, Sichuan). The relevant matters are hereby notified as follows:
I. Pilot Objectives
Accelerate the establishment of a working mechanism for data aggregation, integration, and business collaboration across the whole life cycle of engineering construction projects; open up the data chain of approval and supervision across the whole life cycle of engineering construction projects, including design, construction, acceptance, and operation and maintenance; promote the reengineering of management processes and the reshaping of systems; and form a replicable and promotable management model, implementation path, and policy and standard system, so as to play a demonstrative and leading role in comprehensively advancing the digital management of the whole life cycle of engineering construction projects and promoting high-quality development in the engineering construction field.
II. Pilot Content
The pilot will start in November 2023 and last for one year. The following work will be focused on:
(1) Advance full-process digital application and approval for construction. Improve the functions of the engineering construction project approval management system (hereinafter referred to as the engineering approval system), and promote the standardization of application forms and application materials for engineering construction project approval matters. Strengthen the application of electronic documents, electronic signatures and seals, and other such tools; focus on advancing paperless application for construction; and fully realize electronic certificates and licenses for approval results.
(2) Establish a mechanism for coding and mapping building units. Study and establish working procedures and operational guidelines for the division, coding, and mapping of building units. When handling the relevant approval matters for the first time before project commencement, assign a unique code for the whole life cycle to each building unit in accordance with the "Standard for Unified Coding and Basic Attribute Data of Buildings," and associate it with the project code. Obtain spatial location information of projects and building units through departmental information sharing, digital application for construction, and other means. When handling subsequent approval matters, implementing quality and safety supervision, and carrying out real-name management of construction workers, etc., it is necessary to verify the project code, building unit code, and spatial location information.
(3) Establish a data collection and sharing mechanism for the whole life cycle. Promote the interconnection and collaborative application of relevant systems such as engineering construction project approval, construction market supervision, real-name management of construction workers, quality and safety supervision, and housing safety management. Relying on building unit codes and spatial location information, establish a mechanism for the automatic collection and sharing of information in the links of engineering construction project approval, design, construction, acceptance, operation and maintenance, etc., and realize comprehensive data sharing among all systems. Using the survey data of housing buildings and municipal facilities as the base map, collect and map the spatial location information of projects and building units in real time, associate relevant management information and approval information, etc., and realize the vectorization and mapping of engineering construction management data.
(4) Improve the hierarchical data sharing mechanism. In accordance with the "Data Sharing and Exchange Standard for the Engineering Construction Project Approval Management System 3.0," take the lead in realizing connection with provincial and national engineering approval systems. Cooperate with our Ministry to establish a hierarchical verification mechanism for information on key approval matters, so as to ensure data credibility and security. In accordance with our Ministry's deployment on the interconnection of systems in the engineering construction field, and according to the principle of "one data source for one data item" and relevant data standards, adjust the data content of relevant systems and collect it in real time into provincial and ministerial-level systems.
(5) Advance digital management of engineering construction project drawings throughout the whole process. Fully apply digital drawings; relying on the engineering approval system, construction drawing review system, etc., improve the whole-process application functions of digital drawings; realize online business collaboration among all participating entities and construction drawing review institutions for drawing review, modification, confirmation, acceptance, etc.; realize closed-loop management of "one set of drawings" throughout the whole process of project design, construction, completion, and archiving; use digital drawings as the basis for supervision and inspection, acceptance inspection, quality and safety accident investigation, etc. by relevant departments; and provide relevant parties with services such as consultation and retrieval.
(6) Advance BIM-based application for construction and intelligent assisted review. Strengthen the application of Building Information Modeling (BIM) technology throughout the whole life cycle of buildings. Select a batch of projects to adopt BIM deliverable submission and intelligent assisted review in links such as design scheme review, construction drawing review, completion acceptance, and archive handover; improve BIM deliverable delivery and technical review standards; and explore innovative BIM-based models and institutional mechanisms for approval and supervision throughout the whole life cycle of buildings.
(7) Promote innovation in digital management models. Deepen the integrated application of data, form good practices in areas such as intelligent assisted approval of enterprise qualifications, intelligent control of illegal construction, digital supervision of quality and safety, collaborative supervision of smart construction sites, digital archiving of engineering archives, and joint rewards and punishments based on credit, tap data potential, and explore more digital management models in areas such as assisting government investment decisions, housing pre-sale supervision, and housing safety management.
Among them, items (1) to (4) are mandatory tasks, while items (5) to (7) may be selected independently in light of local conditions. Pilot regions may also expand the pilot content in accordance with the pilot objectives.
III. Work Requirements
(1) Improve the work plan. The provincial housing and urban-rural construction authorities shall organize the pilot regions to further improve the work plan, clarify the pilot objectives, pilot content, and safeguard measures, refine and decompose tasks, specify responsible departments and time schedules, and submit the improved work plan and one work contact person to the General Office of our Ministry before November 8, 2023.
(2) Strengthen organization and implementation. Pilot regions shall attach great importance to this work, strengthen organizational leadership, strictly implement the work plan, solidly advance the pilot work, and ensure that the pilot achieves practical results. The provincial housing and urban-rural construction authorities shall strengthen support for the pilot regions, optimize and improve relevant provincial systems, and urge and guide the implementation of the work plan. Our Ministry will regularly track and investigate the progress of the pilot work. Upon expiration of the pilot period, our Ministry will organize evaluation and acceptance.
(3) Summarize and promote experience. Pilot regions shall promptly summarize the pilot work experience, difficulties encountered, and problems, form perceptible, quantifiable, and evaluable pilot results, and report the progress of the pilot work to our Ministry at the end of each month. Our Ministry will promote exchanges among pilot regions and promptly promote the pilot experience nationwide.
