Recently, the official website of the Ministry of Housing and Urban-Rural Development published the latest batch of the "Public Notice on Expert Review Opinions Regarding the Qualifications of Construction Engineering Enterprises," in which 8 enterprises applied for the Special Grade of General Contracting for Building Construction Engineering, and all failed to pass.

To the Housing and Urban-Rural Development Departments of all provinces, autonomous regions, and municipalities directly under the Central Government; the Housing and Urban-Rural Development (Management) Commissions of municipalities directly under the Central Government and the Beijing Municipal Commission of Planning and Natural Resources; the Housing and Urban-Rural Development Bureau of the Xinjiang Production and Construction Corps; the Construction Departments (Bureaus) of relevant departments under the State Council; and the central enterprises managed by the State-owned Assets Supervision and Administration Commission:

In accordance with the Administrative Licensing Law and the relevant provisions on the administration of qualifications of construction engineering enterprises, our Ministry organized expert review of the application materials recently submitted for construction engineering enterprise qualifications. The expert review opinions are hereby publicized on the portal website of the Ministry of Housing and Urban-Rural Development (https://www.mohurd.gov.cn) to broadly accept social supervision. Detailed information such as personnel and representative project performance in the enterprise application materials can be queried by clicking "Portal Website of the Ministry of Housing and Urban-Rural Development → Administrative Approval Column for Construction Engineering Enterprise Qualifications → Public Notice of Basic Information on Qualification Applications."

Enterprises whose expert review opinions are "disapproved" may query the specific opinions through "Portal Website of the Ministry of Housing and Urban-Rural Development → Government Services Enterprise Administrative Approval → Application Processing Progress Query (Acceptance and Certificate Issuance Information Query)." The public notice period is from November 1, 2023 to November 9, 2023 (7 working days; specific opinions can be queried starting November 1, 2023). If an enterprise has objections to the expert review opinions, it may, during the public notice period, submit a statement application through the construction engineering enterprise qualification application software (download address:http://jsb.justonetech.com/). After the electronic data package of the statement materials, including the statement application form (which must be signed by the legal representative and affixed with the unit's seal), is reported through the provincial housing and urban-rural development competent department, the centralized acceptance office for administrative approval of our Ministry may accept it. The date of submission of the statement materials shall be based on the date of reporting by the provincial housing and urban-rural development competent department.

Any relevant unit or individual that has objections to the enterprise's qualification application may report the situation to the Department of Building Market Supervision or the General Office of our Ministry. Units reporting the situation must affix an official seal; individuals reporting the situation must sign their real names and leave a contact telephone number, address, and postal code. Anyone who is unclear about or does not understand the public notice opinions is requested to consult directly with the Qualification Division of the Department of Building Market Supervision of our Ministry.
