Strictly set approval procedures. In accordance with the four stages of "project initiation and land use, engineering construction, construction permit, and completion acceptance," comprehensively optimize and reengineer the approval process, optimize and update the list of matters, and streamline approval procedures. Advance "material reduction + certificate-free" project approval. Comprehensively standardize the collection and sharing of data in the field of engineering construction project approval, exempt market entities from submitting materials for all 57 matters, 333 materials, and 119 electronic certificate materials in the entire approval process of engineering construction projects, further reducing approval materials.

Advance the normalization of approval services. Enhance window service awareness, strictly implement systems such as first-question responsibility, one-time notification, and time-limited completion, and encourage the provision of personalized services such as assistance and agency services. Achieve integrated advancement, implement the "list + notification commitment system," open up a green channel for "start construction upon land acquisition" approval, comprehensively promote "one-time processing of related matters," and realize "one-time notification, one-form completion, parallel processing, and one-time completion" for engineering construction project approval. Standardize approval service time, help enterprises clarify approval requirements, application materials, approval time nodes, and coordinate approval matters in advance, and promptly analyze and assess matters involved in approval such as scheme design, technical review, and on-site inspection, completing approval with high quality and efficiency. Since the beginning of this year, the Huai'an Economic and Technological Development Zone has implemented "one blueprint" to coordinate 43 projects, with 843 cases of "parallel approval" processing, comprehensively quantitatively improving the approval time limits for the entire process of engineering construction projects.

Continuously enhance approval convenience. Make full use of reform measures such as "issue certificate upon land delivery," "start construction upon land acquisition," "accept upon completion," "deliver upon completion," "integration of multiple plans," "parallel review + tolerance for missing materials," "material reduction + certificate-free," "regional assessment," "joint review," "joint drawing review," "pile foundation first," "integration of inspection and registration," "intermediary supermarket," and municipal public service applications for water, electricity, gas, television, and telecommunications, to provide enterprises with fast approval services and comprehensively meet enterprise needs.
