Since the beginning of this year, Gannan Prefecture has taken the "Three Grasps and Three Promotions" action as an opportunity to fully implement the provincial and prefecture-level investment project list system, vigorously advance major project construction, continuously expand effective investment, optimize the investment structure, and empower high-quality development with high-quality projects.

Leveraging strengths and addressing weaknesses, project construction has achieved higher quality and efficiency. The renovation of urban shantytowns and old residential communities has been accelerated. In 2023, 5,762 shantytown renovation households were implemented, with various subsidy funds of 68.34 million yuan allocated; to date, 4,237 households have started construction, an开工 rate of 73.5%. In 2023, 1,180 old residential community households were renovated, with 25.16 million yuan allocated, including 7 million yuan in national and provincial fiscal subsidies and 18.16 million yuan in central budget investment subsidies; at present, Zhuoni County and Zhouqu County have issued bidding announcements, and Xiahe County has started construction. Urban infrastructure construction has been comprehensively strengthened. Further improving urban infrastructure service functions and enhancing comprehensive carrying capacity, 47 municipal infrastructure construction projects—including roads, bridges, heating, water supply, pipe networks, and garbage collection, transportation and treatment—were implemented, with a total investment of 1.696 billion yuan. The public underground parking lot construction project at Gesang Square in Hezuo City, with a total investment of 109.6 million yuan, has now been completed and put into use. The Gannan Prefecture one-stop convenience service center construction project has completed earthwork excavation and pile foundation support works, and is currently carrying out the eighth-floor main structure construction, with 23 million yuan of construction and installation investment completed. The construction progress of the waste incineration power generation project has been accelerated. Centering on the task goal of "500 million yuan in investment attraction and a 60% fund implementation rate," and based on the industry's resource endowments and distinctive advantages, the Gannan Prefecture waste incineration power generation project with a total investment of approximately 550 million yuan was successfully signed. The project covers an area of 150 mu and will treat 500 tons of domestic waste per day (including 300 tons/day in Phase I and 200 tons/day in Phase II), with coordinated treatment of 20 tons/day of kitchen waste and 30 tons/day of municipal sludge. At present, the project has started construction in Wanmao Town, Zhuoni County, and has completed foundation pit support and earthwork removal. After the project is put into use, it will comprehensively dispose of domestic waste and other solid waste from Hezuo, Lintan, Zhuoni, Diebu, and Zhouqu counties and cities through incineration, biodegradation, and other methods, fundamentally changing the previous domestic waste treatment model of "landfill as the main method and incineration as the supplement."

Optimizing the investment structure, the momentum for investment growth is stronger. The number and quality of projects advanced have significantly improved. Comparing the end of September this year with the end of December last year: in 2022, 15 out-of-province projects were signed, with a total signed investment of 2.186 billion yuan and 680 million yuan of funds in place for the whole year; in the first nine months of this year, 44 projects were signed, with a total signed investment of 19.966 billion yuan, more than 9 times that of the whole of 2022; in the first nine months of this year, 2.48 billion yuan of funds were in place, 3.7 times that of the whole of 2022. Targeted investment attraction trips were made to introduce leading large enterprises. Changing investment attraction methods, carrying out stationed investment attraction, small-team investment attraction, and attracting investment through businesses. As of the end of September, among the 44 signed projects, 10 listed companies and industry-leading head enterprises were introduced, accounting for 22.7% of all signed enterprises, and the introduced funds accounted for 78.5% of the total investment. The action of "attracting large, strong, and leading enterprises" has become the main lever for achieving results in investment attraction. Industry investment attraction by chain-chief departments has shown a new atmosphere. Combining resource endowments and closely focusing on the nine key industrial chains of cultural tourism, modern agriculture and animal husbandry, gold, new energy, traditional Chinese and Tibetan medicine, data information, organic fertilizer, highland barley wine, and mountain wild delicacies, the working mechanism of "whoever manages the industry must manage investment attraction, extending horizontally to the edges and vertically to the bottom" has been comprehensively promoted, and the investment attraction work of industry chain-chief departments has achieved historic breakthroughs. As of the end of September, chain-chief departments made 25 investment attraction trips; 20 industrial chain projects were signed, with a total signed investment of 19.892 billion yuan, completing 155.4% of the planned task of 12.8 billion yuan; 27 projects started construction, an开工 rate of 67.5%; 1.533 billion yuan of funds were in place for newly signed projects, a fund implementation rate of 7.7%.

Establishing mechanisms and strengthening measures, project construction has accelerated faster. Major construction projects listed at the provincial and prefecture levels are progressing smoothly. The provincial and prefecture-level investment project list system has been fully implemented, major project construction has been vigorously advanced, and effective investment has been driven and expanded. This year, 69 major projects listed at the provincial and prefecture levels are planned for implementation, with a total investment of 131.81 billion yuan and an annual planned investment of 17.78 billion yuan. From January to September, 59 projects have started construction, an开工 rate of 86%, with cumulative investment of 11.987 billion yuan completed, completing 67% of the annual planned target task; both the investment completion rate and the visual progress are better than in previous years. The construction of ecological civilization well-off villages has been vigorously advanced. In 2023, a total of 220 ecological civilization well-off villages were built across the prefecture, with a total investment of 1.35 billion yuan. As of now, all 220 villages have started construction, with 1.14 billion yuan of investment completed, a completion rate of 83.7%; 1.17 billion yuan of funds in place, a completion rate of 86.7%; 520 million yuan of funds paid, a payment rate of 38.5%; and 100 projects completed, a completion rate of 45.6%. Judging from the current overall construction progress, "all will be fully completed by the end of October, and project acceptance will be completed by the end of December." Support for project construction factors and services has been further strengthened. The "six lists" have been formulated, a prefecture-level leadership contracting and promotion mechanism for major projects has been established, and special task force advancement has been strengthened. Leaders take the lead, upper and lower levels are linked, and close coordination is maintained; operations are mapped out and schedules are reversed, project progress is grasped in a timely manner, and prominent problems existing in enterprise production and operation are analyzed, summarized, studied, and resolved. Departments such as development and reform, administrative approval, ecological environment, and natural resources have strengthened coordination, proactively gone deep into project units or project sites on the front line, provided forward-leaning services, comprehensively guaranteed project construction across the prefecture, and continuously refreshed the project "progress bar."
