Railways are an important component of infrastructure connectivity and serve as the vanguard in driving China's economic and social development. In the first three quarters of this year, China's railway authorities advanced railway construction in an orderly manner, fully leveraged the effective driving role of railway investment on investment across society, and pushed a number of major railway projects to new progress, providing strong support for expanding domestic demand, stabilizing growth, and safeguarding people's livelihoods.

Railway project construction is advancing steadily, and construction quality and safety are all the more paramount. Recently, the National Railway Administration held a training and mobilization deployment meeting on the "three special rectifications" in the railway engineering construction field, making dedicated arrangements for special rectification supervision and inspection work covering concealed works, tunnel engineering, and review of construction drawing design documents.

A responsible person from the National Railway Administration stated that carrying out special rectification supervision and inspection of railway project quality and safety is both an important practice for fully implementing the spirit of the 20th National Congress of the Party and continuously advancing the high-quality development of railway construction, and an important measure for pushing thematic education to go deeper and more substantive.

According to the responsible person, this supervision and inspection highlights the implementation of the construction unit's primary responsibility for quality and safety. The inspection teams will go deep into the front lines of typical projects and, through special supervision and inspection conducted in a manner of dissecting a sparrow and expert consultation, comprehensively ascertain the progress of previously launched special actions and key work. They will comprehensively apply various regulatory measures such as ordering corrections, suspension of work, regulatory talks, circulars of criticism, administrative penalties, and publication of determinations and records of dishonest conduct, cracking down hard on regulation, urging participating enterprises to raise their political stance, earnestly fulfill their corporate primary responsibility for safety and quality, and effectively maintain a situation of high-quality and safe railway engineering construction.

The responsible person pointed out that this supervision and inspection will focus on carrying out supervision and inspection of construction projects within the jurisdictions of the Shanghai, Guangzhou, and Chengdu regulatory bureaus, while other regulatory bureaus will simultaneously carry out supervision and inspection. During the inspection, the principle of integrating inspection with rectification, using inspection to promote rectification, and rectifying while inspecting will be upheld. In response to formalistic and bureaucratic problems such as perfunctory rectification and false rectification that emerge during rectification, there will be a firm resolve to tackle the hard issues head-on and supervise to the very end.

It is understood that in recent years, the National Railway Administration has regularly organized comprehensive supervision and inspection in the form of stationing teams and consultation, strengthening supervision of the quality and safety behavior of all participating parties and of physical quality; closely monitoring key periods such as spring thaw, summer and autumn floods, and winter construction, highlighting supervision of key structures, parts, and links of tunnels and bridges, intensifying supervision and inspection, and urging enterprises to fully implement their primary responsibility for quality and safety; continuously implementing classified, tiered, and differentiated precision regulation, strengthening full-chain administrative law enforcement supervision and management, accelerating the building of a new regulatory mechanism that connects pre-event, in-process, and post-event regulatory links, and exercising strict regulation and serious accountability in accordance with the law against participating units with prominent problems, ineffective rectification, and frequent accidents. The effectiveness of railway engineering safety and quality regulation has been continuously enhanced, effectively driving the high-quality development of railway construction.
