Recently, it was learned from the Department of Human Resources and Social Security of the Autonomous Region that Ningxia has decided to carry out a "no wage arrears" project recommendation and evaluation activity in the field of various new construction, expansion, and reconstruction projects with an investment and construction scale of more than 5 million yuan from August 2022 to September 2023, including housing construction, municipal administration, transportation, water conservancy, and infrastructure construction, as well as line pipelines, equipment installation, engineering decoration, urban landscaping, and other projects.

The construction units and general construction contracting units recommended and evaluated as "no wage arrears" projects in the region's engineering construction field will enjoy relevant preferential policies starting from the following year, for a period of two years. For a general construction contracting unit recommended and evaluated as a "no wage arrears" project in the region's engineering construction field for the first time, its newly added engineering projects in the region shall store wage guarantee deposits at a rate of 1% of the project construction contract amount; for a general construction contracting unit that has been continuously recommended and evaluated as a "no wage arrears" project in the region's engineering construction field, it shall be exempt from storing wage guarantee deposits for its newly added engineering projects in the region; construction units and general construction contracting units recommended and evaluated as "no wage arrears" projects in the region's engineering construction field shall be exempt from the annual review of labor security supervision, shall have their routine inspections by labor security supervision reduced, and special law enforcement inspections shall mainly be based on enterprise self-inspection; construction units and general construction contracting units recommended and evaluated as "no wage arrears" projects in the region's engineering construction field shall, according to the actual work of each industry, be awarded a one-time corresponding credit score reward in the engineering construction field credit system; construction units and general construction contracting units recommended and evaluated as "no wage arrears" projects in the region's engineering construction field and their principal persons in charge shall be given priority recommendation in various national and local selection and commendation activities.

The Department of Human Resources and Social Security of the Autonomous Region requires that all localities and departments strengthen organizational leadership, reinforce joint departmental review, strictly control recommendation standards and procedures, and strictly implement the exit mechanism for the recommendation and evaluation of "no wage arrears" projects. For relevant units and individuals that violate recommendation standards and procedures, are lax in review and verification, or engage in favoritism and fraud, resulting in enterprises with wage arrears and dishonesty being recommended for commendation, responsibility shall be seriously pursued in accordance with laws and regulations.
