IV. Project Overview:

1. The Jiashan–Xitang Regional Railway project starts at Jiashan Station (exclusive) of the Jiaxing–Fengnan Regional Railway, passes through Zhongxin Industrial Park, Yaozhuang, Xitang, etc., and ends at the Zhejiang–Shanghai provincial boundary at the Taipu River. The line is 20.4 km long in total, all within Jiashan's territory, including 5.7 km of underground section, 13.7 km of elevated section, and 1.0 km of transition section; four elevated stations are set up: Zhongxin Industrial Park, Yaozhuang, Xitang, and Xiangfudang; this line and the Jiaxing–Fengnan Regional Railway are built at Jiashan Station under through-operation conditions, sharing the Qixing Depot (exclusive) and the Jiaxing South Station Control Center (exclusive). It is built to regional (suburban) railway standards, with a design speed of 160 km/h, an AC 25 kV power supply system, double-track main line, regional Type C trains, and CTCS-2+ATO train operation control.

2. The main line of Jiashan Avenue (road-rail shared section) starts at the intersection of Pingli Highway and Muye Avenue at stake K22+284 and ends north of the planned Hongfu West Road intersection at stake K27+000, with a total length of 4.716 km. It includes 4 bridges, of which 2 are major bridges totaling 980.4 m and 2 are medium/small bridges totaling 102 m, and 2 tunnels, of which 1 is an extra-long tunnel of 3,065 m and 1 is a short tunnel of 400 m. The ground-level road starts at the intersection of Pingli Highway and Nanxing Road at stake K21+253 and ends at the planned Hongfu West Road intersection at stake K26+515, with a total length of 5.262 km. It includes 3 bridges, of which 2 are major bridges totaling 553.7 m and 1 is a medium/small bridge of 58 m. The main line and ground-level road of Jiashan Avenue (road-rail shared section) adopt the two-way six-lane Class I highway technical standards of the Technical Standard for Highway Engineering (JTG B01-2014) and the Technical Standard for Highway Engineering in Urbanized Areas (JTG 2112-2021) issued by the Ministry of Transport. The design speed of the main line is 80 km/h (with the section from the starting point to Xinjia Interchange designed at 60 km/h), and the design speed of the ground-level road is 60 km/h. The standard axle load for pavement design is double-wheel single-axle load BZZ-100KN, and the design vehicle load for bridges is Highway Class I.

V. Lot Division:

Construction Lot SG3:

The estimated construction and installation cost of this lot is approximately RMB 2.28 billion (including approximately RMB 2.1 billion for Jiashan Avenue and approximately RMB 180 million for the Xitang Line). The tender is conducted by post-qualification review.

Construction Lot SG4:

The estimated construction and installation cost of this lot is approximately RMB 2.22 billion (including approximately RMB 1.9 billion for Jiashan Avenue and approximately RMB 320 million for the Xitang Line). The tender is conducted by post-qualification review.

VI. Planned Construction Period:Planned to be completed in 2028

VII. Obtaining of Tender Documents:

1. The tender documents and supplementary (Q&A, clarification) and modification documents for this project will be issued by online download.

2. Online download period for tender documents: September 26, 2023 to October 8, 2023.

3. Potential bidders may log in to the Zhejiang Provincial Public Resource Trading Center Electronic Bidding and Tendering Platform (https://ggzy.zj.gov.cn/ztb/) with their enterprise CA digital certificate.

4. Potential bidders who have not obtained a CA digital certificate from the Zhejiang Provincial Public Resource Trading Center shall first complete the trading entity registration procedures and obtain the CA digital certificate from the Zhejiang Provincial Public Resource Trading Center. For specific registration methods, please log in to the "Zhejiang Provincial Public Resource Trading Center Electronic Bidding and Tendering Platform → Trading Entity Registration" section.

5. Potential bidders with questions about the tender documents shall submit them to the tenderee through the Provincial Trading Center Electronic Bidding and Tendering Platform. The deadline for submitting questions is 16:30 on October 8, 2023. The tenderee will publish supplementary (Q&A, clarification) documents online on October 17, 2023.
