The State Council Information Office recently held a regular policy briefing of the State Council, inviting Cong Liang, deputy head of the National Development and Reform Commission, Tao Qing, director of the Operations Monitoring and Coordination Bureau of the Ministry of Industry and Information Technology, Li Xianzhong, director of the Treasury Department of the Ministry of Finance, and Zou Lan, director of the Monetary Policy Department of the People's Bank of China, to interpret the economic situation and policies and answer questions from reporters.

Reporter: We know that after the release of the Opinions on Promoting the Development and Growth of the Private Economy, a Private Economy Development Bureau was newly established. Both are hot topics. We would like to know what work the National Development and Reform Commission has done in implementing the Opinions, including in communicating with private enterprises and promoting the development of private investment. We would also like to learn about the newly established Private Economy Development Bureau and in what areas it will focus its efforts in the next stage.
Cong Liang, deputy head of the National Development and Reform Commission:Since the Central Committee of the Communist Party of China and the State Council issued the Opinions on Promoting the Development and Growth of the Private Economy on July 19, the National Development and Reform Commission, together with relevant parties, has resolutely implemented the document and introduced supporting measures focusing on key areas such as optimizing the development environment, strengthening factor support, and reinforcing the rule of law. Your questions focus on three aspects: the mechanism for regular communication and exchange with private enterprises, the promotion of private investment, and the recent key work of the Private Economy Development Bureau. I will address them here.
First, establishing and improving the mechanism for regular communication and exchange with private enterprises.Since the mechanism was established, the principal responsible officials of the National Development and Reform Commission have chaired multiple symposiums with private entrepreneurs, inviting private entrepreneurs from different industries, different regions, and different types of enterprises to hear the true situation of enterprise operations and development, the difficulties and problems they face, and relevant policy suggestions. Other responsible officials and relevant departments and bureaus have also listened to the opinions of private enterprises many times through surveys and symposiums. It is fair to say that the entire Commission has been mobilized. In these communications, enterprises put forward many targeted demands and constructive suggestions, including both common needs for promoting the development of private enterprises and earnest expectations for greater support for key industries and key areas. For these demands and suggestions, we have coordinated efforts to solve problems and promote the introduction of pragmatic measures by establishing ledgers, studying them item by item, and conducting regular scheduling, combining both point-specific and broader approaches.
Second, effectively advancing the work of promoting private investment.Since the introduction of the 17 policy measures for promoting private investment, we have vigorously ensured their implementation and achieved phased progress. For example, we have stepped up efforts to accelerate the promotion of projects to private capital. We established and officially launched a platform for promoting projects to private capital, organized localities to sort out three project lists—major projects, industrial projects, and franchise projects—and have promoted more than 4,800 projects to private capital, with total investment of about 5.27 trillion yuan. These projects are mainly distributed in areas such as urban construction, agriculture, tourism, highways, and waterway ports. Another example is effectively unblocking channels for reflecting problems in private investment. In response to the specific problems encountered by private enterprises in the preliminary work of projects and the implementation of projects, we launched a "Private Investment Problem Reporting Column" on the national online approval and supervision platform for investment projects, and in recent days we have received some problem leads reported by private enterprises. We will establish and improve a closed-loop mechanism of "collection—handling—feedback" for problems, and for common problems such as preliminary project procedures that are widely reported by enterprises, we will push relevant parties to promptly carry out the work of establishing, revising, abolishing, and interpreting systems and policies.
Third, better leveraging the functions and role of the Private Economy Development Bureau. As a newly established department and bureau, the Private Economy Development Bureau will focus its efforts on overall coordination, supervision and implementation, and strengthening services, so as to promote the early implementation and early results of various measures. There are three main areas of work: First, substantiate and refine the policy system for private economic development. In response to the suggestions and demands recently raised by private enterprises, coordinate the efforts of all departments to quickly form policy measures that can be implemented and produce results, and urge key tasks to achieve substantive progress as soon as possible. Second, strengthen monitoring and analysis of the development situation of the private economy. Establish a statistical monitoring indicator system for the private economy, form a representative sample database of private enterprises, and carry out early research and early warning on major emerging and tendentious issues in the development of the private economy. Third, continue to unblock channels for private enterprises to reflect demands and solve problems. Establish a mechanism for collecting, transferring, tracking, and providing feedback on private economy problems and policy suggestions, respond promptly to the concerns of private enterprises, actively coordinate and promote the resolution of major problems encountered in the development of the private economy, and promote the high-quality development of the private economy with more solid and effective actions.
