Since the launch of the special rectification campaign against misconduct and corruption in the rural revitalization field in Binhai County, the Discipline Inspection Commission of Wuxun Town, Binhai County has, in accordance with the requirements of superior documents, convened special meetings for study and deliberation, kept a close focus on key town-level projects, major funds, and important links, fully formulated a rectification plan, and fired the "first shot" in the special rectification of town and village engineering projects.

Raising awareness and comprehensively advancing rectification. At the beginning of the year, the town Discipline Inspection Commission strengthened communication and contact with the heads of the finance, agriculture and rural affairs, and rural economic management lines, coordinated various departments to provide material support in terms of policies and ledgers, and at the same time clarified rectification goals and refined the work list, effectively maintaining a high-pressure posture of "keeping an eye on the overall picture, focusing closely on the front line, and not letting a single point slip," so as to investigate and handle one case and summarize one category of patterns, strive to govern one field, make every effort to eliminate all kinds of stains and blockages in the process of rural revitalization, and safeguard the use of various agricultural benefit funds and policies at the right points and in a practical manner.

Investigating deeply and researching carefully to comprehensively clarify problems. The special rectification of village and town projects carried out by the Wuxun Town Discipline Inspection Commission this time covers all engineering construction projects since 2018 that use villages (communities) as implementing entities and whose funding sources are wholly or partly superior special support funds, town-level fiscal funds, or village collective self-owned funds. The town Discipline Inspection Commission, by means of multiple entry points, dug deep into problems and closely followed leads, basing case investigation and filing mainly on two sources: first, with the data modeling organized and carried out by the county Discipline Inspection Commission, it verified and screened the town's property rights transaction data one by one, and by comparing data changes horizontally and vertically, "aimed" at gaps in similar data, "kept watch" on loopholes in key links, and "locked onto" leads on problems sufficient for case filing. Second, with regard to all kinds of problems of town and village cadres violating discipline and regulations reflected by the masses this year through letters and visits, petition referrals, the 12345 government service hotline, and other channels in the town's major petition work, it carried out tracing and screening, verified the facts, and handled them in accordance with regulations and discipline.

Strict investigation and strict handling to comprehensively consolidate results. Through data modeling, the town Discipline Inspection Commission conducted in-depth verification of each village's accounts, focusing on frequent use of property rights green channel projects, and verified problems of discipline violation and irregularity in some villages (residential communities), such as splitting projects, avoiding bidding, and incomplete procedures. Through petition investigations, the town Discipline Inspection Commission verified that in a certain village in this year's cases there was the problem of irregular issuance of agricultural benefit subsidies, and all personnel involved were dealt with at the maximum level and subject to case filing and punishment. Since the launch of the campaign, the town Discipline Inspection Commission has fed back to the town the problems currently existing in the property rights transaction process: unclear positioning of rural collective property rights management and inconsistent identification of management entities; unclear boundaries of the rural property rights transaction market and unclear entities responsible for transaction supervision; chaotic accounts and unclear procedures in some villages. This has sounded an alarm for Wuxun Town to subsequently strictly control all links in rural revitalization work and improve various systems, and has also played a strong role in urging and deterring town and village cadres in standardizing their work.

At present, the town Discipline Inspection Commission is determined to take this rectification as a starting point, strictly align with the 6 major key tasks and 23-item work list in the current special rectification of rural revitalization, give full play to the supervisory and disciplinary enforcement functions of the town Discipline Inspection Commission in rural revitalization construction, and effectively use cases as a mirror, use cases as a warning, and use cases to promote reform, so as to support rural revitalization with strong and effective supervision.
