In order to implement the prerequisite requirements for railway-related work as soon as possible and accelerate the progress of railway-related works of key transportation projects, the Zhangzhou Municipal Transport Bureau recently organized a promotion meeting on railway-related works of key transportation projects. Zhang Yongjin, Party Secretary and Director of the Zhangzhou Municipal Transport Bureau, chaired the meeting. Huang Jin'an, Deputy Party Secretary and Deputy Director of the Zhangzhou Municipal Transport Bureau, Hu Texin, Member of the Party Leadership Group and Deputy Director, representatives from China Railway Eryuan Engineering Group (the research unit for the R1 line), the Zhangzhou Railway Office, the Expressway Office, Zhangzhou Zhangzhao Expansion Company, Zhangzhou Shenhai Expansion Company and other units attended the meeting.

The meeting heard reports from relevant units on the Yongzhang Expressway Hua'an to Zhangpu Section (Tonghai Expressway) project's partially parallel and crossing sections with the Xiamen-Zhangzhou-Quanzhou Intercity Railway R1 Line, the scheme for crossing over the high-speed railway station, and the progress of railway-related works involving the Xiamen-Shenzhen Railway for the Zhangzhao Capacity Expansion Project, so as to further unify thinking, identify problems, and deploy the work for the next stage.

Zhang Yongjin emphasized that the significance of the smooth progress of railway-related works to project construction must be fully recognized. Railway-related works involve railway operational safety, and the feasibility of schemes must be fully studied with railway authorities from the outset; their particularity must be recognized, and personnel should be familiar with the business and communicate in advance; all project construction units must attach great importance to this work, simultaneously plot the alignments on drawings, and carry out studies on multiple schemes such as crossings, shared alignments, and parallel sections; a joint office mechanism must be established and improved to ensure the scientific nature of the planning of railway-related works schemes and construction technologies and processes.

At the same time, the approval procedures for railway-related works must be further clarified. In accordance with the actual situation of the project's railway-related works, communication with the Nanchang Railway Bureau should be strengthened to clarify the approval procedures at each stage, comprehensively consider the relationship between the project and the railway-related works, and advance scientifically; policies, regulations, industry norms, and technical standards of the railway sector should be further studied to improve the ability to handle railway-related business, properly address difficulties and bottlenecks encountered in railway-related matters, and at the same time minimize railway-related factors from the perspectives of design technology, construction processes, and operations; China Railway Eryuan Engineering Group, which is at the leading domestic level in the business and technology of railway-related works and has rich experience, can provide early guidance on railway-related matters of transportation projects to avoid errors that would affect project progress and safety; the Comprehensive Planning Section of the Zhangzhou Municipal Transport Bureau, the Municipal Expressway Office, and other relevant units should further sort out the problems existing in the project's railway-related matters and coordinate their advancement.

In addition, the construction of the project's railway-related works must be comprehensively accelerated. Further study should be conducted on the feasible schemes for the Yongzhang Expressway Hua'an to Zhangpu Section (Tonghai Expressway) project crossing over the high-speed railway station and sharing the alignment with the R1 Line; parallel and crossing projects should be studied simultaneously with alignments plotted on drawings, multiple schemes should be demonstrated, and comparison and selection opinions should be put forward to lay the foundation for the subsequent project feasibility study review; while accelerating the feasibility study and the approval of prerequisite procedures, the preparation and review of preliminary design documents and construction drawings for railway-related works should be accelerated to ensure that the approval of the preliminary design and construction drawings for railway-related works is completed in the shortest time after the feasibility study is approved, so as to promote the early commencement of construction of the project's railway-related works.
