Since the beginning of this year, the Shaanxi Provincial Department of Ecology and Environment has focused on handling the environmental impact assessment (EIA) procedures for provincial key construction projects, strengthening ledger management, refining service measures, and improving approval efficiency, thereby effectively and efficiently supporting high-quality construction.

Strengthen EIA ledger management. Giving play to the role of the Shaanxi Provincial Special Task Force for EIA Approval Services of Key Projects, a provincial- and municipal-level EIA approval ledger for key projects has been established, implementing dedicated-person responsibility, regular scheduling, and tracking service management to fully promote the efficient handling of EIA procedures for key projects. As of August 30, EIA procedures had been completed for 550 of 643 provincial key projects, an EIA procedure completion rate of 85.5%; and for 3,113 of 3,958 municipal key projects, an EIA procedure completion rate of 78.7%.

Optimize EIA approval services. First, through ecological and environmental zoning control, project access requirements are assessed in advance. In December 2022, the Shaanxi Provincial "Three Lines and One List" data management platform was completed and opened to the public, providing online comparative analysis services. To date, it has provided 480 planning comparison services and 4,547 construction project comparison services, effectively avoiding investment decision-making risks for the government and enterprises. Second, teams were sent to the front line to help resolve project EIA difficulties. Since the beginning of this year, survey and service teams have been organized to visit Weinan, Xianyang, Yulin and other places to carry out grassroots activities for EIA approval services of key projects, to understand the EIA progress of key projects and the difficulties and problems that exist, and to answer on site the policy requirements and approval procedures for EIA submission. Third, technical services were proactively introduced in advance, providing EIA document technical services for 12 key projects in advance through expert guidance, video consultation and other means.

Improve EIA approval efficiency. A "green channel" for EIA of key projects has been opened, implementing immediate acceptance and immediate assessment of project EIA, synchronous assessment and review, and approval without face-to-face meetings, maximizing the acceleration of approval progress. As of August 30, the Provincial Department of Ecology and Environment had approved 36 construction project EIA reports, with an average approval time of 18.6 days, 65% shorter than the statutory time; and approved 5 construction project EIA report forms, with an average approval time of 11.5 days, 66% shorter than the statutory time. The province approved EIA procedures for a total of 1,607 construction projects, involving a total investment of approximately 4,808.59 billion yuan.
