Announcement of Bidding for the First Batch of Main Civil Engineering Construction of the Newly Built Tongcheng (Jiangxi-Hubei Border) to Tonggu Expressway Project

I. Project Overview

The newly built Tongcheng (Jiangxi-Hubei Border) to Tonggu Expressway Project starts at the Jiangxi-Hubei border at Nanluling in Bailing Town, Xiushui County, Jiujiang City, passes through Bailing Town, Lukou Township, Huanglong Township, Gushi Town, Daqiao Town, Shiao Township, Shangshan Township, Zhajin Town, Donggang Township, and Fuyuan Township in Xiushui County, and Gangkou Township and Sandu Town in Tonggu County, and ends at the Tonggu Hub, the starting point of the Tongwan Expressway in Sandu Town, Tonggu County, Yichun City, connecting to the S81 Tongwan Expressway. The route length is approximately 81.2 kilometers, with an approved estimated budget of 14.361 billion yuan.

Technical standards: The project is constructed to the standard of a two-way four-lane expressway, with a design speed of 100 km/h for the entire line; the subgrade width is 26 meters, and the vehicle load class adopts Highway Class I; design flood frequency: 1/300 for extra-large bridges, and 1/100 for large, medium, and small bridges, culverts, and subgrade; newly built interchange connecting lines are constructed to the Class II highway standard.

Scope of bidding: The construction, completion, and defect repair of subgrade, bridges, tunnels, culverts, protection and drainage, route crossings, environmental protection and greening, and other works for K0+000-K31+080 and K51+080-K81+200 of this project.

Planned construction period: The total construction period of the project is 48 months, the defect liability period is 24 months, and the warranty period is 60 months. Among them: the Class I construction period is 42 months.

II. Obtaining of Bidding Documents

Intended bidders are requested to, from 12:00 on September 13, 2023 to 09:30 on October 16, 2023, log in to the Jiangxi Provincial Public Resource Trading Platform via the Internet using a CA digital certificate, and obtain the bidding documents and related materials in the trading system.

III. Submission of Bidding Documents

The deadline for submission of bidding documents (the bid deadline, the same below) is 09:30 on October 16, 2023. Bidders shall, before the bid deadline, log in to the trading system via the Internet using a CA digital certificate and upload the encrypted bidding documents. The time when the bidding documents reach the trading system shall be the time of submission of the bidding documents.
