Recently, the Yangpu District Planning and Resources Bureau launched an innovative measure: combining completion acceptance with the processing of real estate ownership certificates to achieve "integrated acceptance and registration," providing enterprises and the public with more convenient and efficient services.

On September 6, the Yangpu District Planning and Resources Bureau simultaneously issued the completion planning and resources acceptance certificate and the real estate ownership certificate for the new 20-class kindergarten project in Block 105, marking the successful pilot of the "integrated acceptance and registration" innovation in Yangpu District and bridging the "last mile" from completion planning and resources acceptance to real estate registration.

It is currently understood that in the past, engineering construction project units had to first apply to the district planning and resources bureau for completion planning and resources acceptance, and only after completion of that acceptance could they apply for real estate registration. This process was not only cumbersome in procedures but also consumed time and effort.

In order to further optimize the business environment, deepen the reform of the engineering construction project approval system, and reduce the burden on enterprises, the Yangpu District Planning and Resources Bureau has continuously innovated measures, proactively coordinating with project construction units, sorting out the processing steps from completion planning and resources acceptance to real estate registration, and building an "integrated acceptance and registration" work platform. Together with approval departments such as the District Construction Management Committee, District Health Commission, District Civil Defense Office, District Greening and City Appearance Bureau, District Housing Management Bureau, and the Traffic Police Detachment of the District Public Security Sub-bureau, it studied the path for "integrated acceptance and registration" of construction projects, removed bottlenecks in the work, and formulated operational plans.

Relying on a departmental coordination mechanism, the district planning and resources bureau, through a series of measures such as advance ownership investigation, parallel review, results sharing, and acceptance with missing materials to be supplemented later, helped Yangpu District take a solid step in optimizing the business environment and improving government service efficiency. In the future, Yangpu District will continue to introduce more innovative measures to provide enterprises and the public with more convenient, efficient, and high-quality services.
