Simplification of industrial project approval upgraded again. Building on Version 3.0 of 'Start Construction upon Land Acquisition,' which allows industrial and warehouse buildings on industrial and warehouse land to obtain the 'Construction Permit' in advance with a tolerance for the 'Construction Project Planning Permit,' Version 4.0 introduces commitment-based approval for 'standard land' industrial projects. Enterprises only need to provide three items of materials—the 'Single Form' (including the commitment letter), the 'Transaction Confirmation Letter' or the 'Contract for the Grant of State-owned Construction Land Use Rights,' and the 'Construction Contract'—to obtain both the 'Construction Project Planning Permit' and the 'Construction Permit' at the same time as acquiring the land. The construction unit must, within 60 calendar days after obtaining the permits, complete and submit the general layout plan, the building单体 scheme, and the 'Qualified Opinion on Construction Drawing Review' (including qualified opinions on civil air defense and fire protection).

Credit management model upgraded again. In response to the situation where some enterprises use the 'Start Construction upon Land Acquisition' policy to obtain construction permits with tolerance but fail to submit the tolerated materials on time, Version 4.0 uses the Nanning City Engineering Construction Project Approval Management System (referred to as the 'Engineering Reform System') to automatically send SMS reminders to applicants whose committed deadline is approaching. Those who still fail to submit the materials after the committed deadline expires will be listed as 'dishonest' in the Engineering Reform System, and the list of 'dishonest' enterprises will be regularly publicized in the Engineering Reform System. Before completing credit repair, their functional permissions to use the Engineering Reform System will be restricted.

Internet Plus application upgraded again. After the construction unit declares and accepts a project in the Engineering Reform System, the system will automatically push the information to Nanning Power Supply Bureau and Guangxi Lucheng Water Affairs Co., Ltd., and the power and water supply departments will proactively contact the construction unit to provide good electricity and water services for the project. The construction unit may also apply for electricity and water connection by logging into the enterprise WeChat official account, Alipay life account, and other channels.
