Construction Tender Announcement for Section SG02 (Weihai Road to Chaiqiao Section, Phase III Project of Ningbo Section of G9221 Hangzhou-Ningbo Expressway)

IV. Project Overview:

The route of this project starts in Zhenhai District, connecting to the Weihai Interchange of Phase I Project of Ningbo Section of Hangzhou-Ningbo Expressway, runs eastward along the coastal mudflat to Zhenhai Port Area, crosses Zhenhai Port Area and then crosses the Yongjiang River via a cable-stayed bridge, then crosses the Xiaojiajiang River to Yongxiang Foundry, then bypasses the Xiaogang Sewage Treatment Plant and passes through the yard within the Ningbo Asia Pulp & Paper Co., Ltd. plant area, goes southward along the mountain and crosses Hongyuan Road to Tongtu Road, and sets up the Qijiashan Hub to achieve traffic interchange with the planned Yongzhou Expressway Double-Track and Tongtu Road; the route then runs eastward through a long tunnel crossing Sigushan Mountain, passes the Qianmu'ao Reservoir and sets up a service area at Maoshan Mountain, crosses a 500kV high-voltage line, and sets up diamond-shaped interchanges at Fuchunjiang Road and Qiantangjiang Road, connecting the proposed Fuchunjiang Elevated Expressway to achieve the traffic interchange from expressway to elevated road; the route then runs eastward and merges into the Jingang Road corridor, then runs eastward along Jingang Road to Minjiang Road, with the alignment turning southeast and passing along the west side of the Container Freight Corridor II, crosses the Beilun Railway Branch Line and sets up the Chenhua Node Interchange to achieve traffic interchange with Container Corridor II, crosses National Highway 329 and then runs eastward, sets up the Xiapu Node Hub to connect with the Chuanshan Port Expressway, runs eastward crossing the Chuanshan Port Freight Railway, and ends near Chaiqiao in Beilun, connecting to the reserved node of the Chaiqiao Hub of Phase I Project of the Liuheng Highway Bridge under construction. The total route length is 26.15 km. The entire line includes 23.041 km / 7 bridges and 1.14 km / 1 tunnel, with a bridge-tunnel ratio of 92.47%. It includes 5 interchanges (Weihai Interchange, Qijiashan Composite Hub, Fuchunjiang Interchange, Chenhua-Xiapu Composite Hub, and Chaiqiao Hub), 1 service area (Qianmu'ao Service Area), 1 maintenance work area, 1 section management and monitoring sub-center, 1 bridge-tunnel management office, and 3 ramp toll stations. A 1.99 km connecting line for the Fuchunjiang Interchange will be built simultaneously. A total of 5.014 km of ground-level roads sharing the alignment with Jingang Road will also be reconstructed.

V. Lot Division:

The civil construction tender of this project is planned to be divided into 7 lots; this tender is for Lot SG02:

Lot SG02: The main line starts and ends at stakes K2+740 to K5+911.46, with a main line length of 3.17146 km, including subgrade, the Cross-Port Area and Yongjiang Grand Bridge (superstructure is a three-tower cable-stayed bridge with main spans of 540+570 m, diamond-shaped bridge towers, and group pile foundations, located in the sea beach area at the mouth of the Yongjiang River in a typical marine environment), the Xiaojiajiang Grand Bridge (superstructure is a 119+212+182+152+85 m prestressed concrete continuous rigid-frame–continuous beam system, with the main piers of both the left and right bridge decks sharing the same lower pile cap foundation), and the installation of T-beams for the east and west approach bridges of the Xiaojiajiang Grand Bridge, etc. (including bridge expansion joints; excluding pavement works, upgrading and reconstruction of embankments, Yongjiang River channel cutting, Xiaojiajiang River realignment, bridge deck and under-bridge drainage, Hudun leading marks, landscape lighting, and the precasting and transportation of T-beams for the east and west approach bridges of the Xiaojiajiang Grand Bridge). The estimated construction and installation cost of this lot is approximately RMB 2.086 billion.

VI. Planned Construction Period:1187 calendar days (39 months)

VII. Obtaining of Tender Documents:

All prospective bidders who intend to participate in the bidding are requested to log in to the Ningbo Public Resources Trading Electronic Service System (http://ggzy.zwb.ningbo.gov.cn) to purchase the tender documents themselves from August 4, 2023 to 16:00 on August 11, 2023 (Beijing time, the same below). Bids from bidders who have not purchased the tender documents will be rejected.
