IV. Project Overview:

The starting point of the Western Extension of the Yinzhou-Ninghai Expressway (Xinchang Link Line) Project is located near the junction of Xinchang and Ninghai in the Dajiantou mountainous area north of Shangshangkeng Village, connecting directly with the Yinzhou-Ninghai Expressway, with a starting chainage of K64+600. After crossing the Ningbo-Shaoxing boundary via a tunnel, the route runs westward on the south side of the planned National Highway 527, passes through Luokengshan Forest Park via a tunnel, and reaches Xiaojiang Town, where the Xiaojiang Interchange Hub is set to connect with the Shaoxing Section of the Ningbo-Jinhua-Quzhou-Shangrao Expressway; the route then turns north, crosses over the planned National Highway 527, and an interchange is set at Xiaojiang. Near Dongcun in Shaxi Town, an interchange is set, with conditions reserved for a future hub connection with the provincially planned Ningbo-Jinhua-Quzhou-Shangrao Expressway (long-term). The route continues northwest through mountainous areas to the Xinchang-Shengzhou boundary and then northward, ending at Xinhe Village, Jinting Town, Shengzhou, connecting with the Ningbo-Jinhua Expressway Reconstruction and Expansion Project (west side of Chenggongling Tunnel), with an ending chainage of K94+255.

According to the preliminary research results of the project feasibility study report, the main line is approximately 29.7 km long (including about 28 km in the Xinchang Section and about 1.7 km in the Shengzhou Section). The entire line has 2 hub interchanges (Xiaojiang and Xinhe) and 3 general interchanges (Qiaoying, Xiaojiang, and Dongcun). The total bridge length is approximately 10.9 km (including mainline bridges at interchanges and separated bridges), and the total tunnel length is approximately 10.9 km, with bridges and tunnels accounting for 73.3%. There are 3 interchange ramp toll stations, 1 monitoring sub-center, 1 maintenance work area, 2 tunnel management stations, and 1 auxiliary building for traffic police and road administration. Concurrently, a 1.6 km connecting line for the Qiaoying Interchange and a 1.95 km connecting line for the Xiaojiang Interchange will be built. A total of approximately 174.89 hectares of land will be occupied, and about 57,200 m2 of buildings will be demolished.

This project shall be implemented in accordance with the relevant provisions of the Ministry of Transport's "Technical Standard for Highway Engineering" (JTG B01-2014) and "Design Specification for Highway Route" (JTG D20-2017). Based on the project's position and function in the highway network and the traffic volume forecast results, combined with capacity analysis and level-of-service evaluation results, it is determined that the entire main line shall adopt the standard of a two-way six-lane expressway, with a design speed of 100 km/h and a subgrade width of 33.5 m.

V. Obtaining of Bidding Documents:

Announcement of Bidding for Survey and Design of the Railway-Related Section of the Lanxi Section of the Jiande-Wuyi Expressway

IV. Project Overview:

The starting chainage of the Lanxi Section of the Jianwu Expressway is K0+000. The implementation starting point in Lanxi, i.e., the design starting point of this project, is located near Xucunlong, with a starting chainage of K1+500 (long chain = 149.585 m). After passing Xucunlong, the route intersects with G351 near Shenjia and a double-trumpet interchange is set. The route then runs southward along the boundary between the Lanjiang River and Yongchang Subdistrict. Near Liantanggang Village, the Lanxi West Interchange and its connecting line are set to connect with Yanzhou Road. The route then crosses the Jinqian Railway and the existing G330 National Highway to the south. After passing the Chixi Subdistrict town center, the route turns east and runs on the south side of the town center, along the inner side of the embankment on the north side of Chixi to near Chakou Village. After passing the south side of the Jinglan Cultural Park, the Lanjiang Interchange is set to connect with Huancheng West Road (considering the landscape function of the main city entrance, a diamond interchange is adopted to intersect with G330). The route then runs eastward past the north side of Yaojia and Yingjia, and a new crossing of the Qujiang River is arranged immediately upstream of the existing G330 Qujiang Bridge. After crossing the Qujiang River, the alignment runs southeast between G330 and Madaxi. The Shanghua Interchange is set on the west side of Xiajia, and the Shanghua Interchange entrance connects with the planned Shanghua Road. The route continues southward, passes the Mada town center, and then connects smoothly with the Wucheng Section of the Jianwu Expressway to the endpoint, with an ending chainage of K28+855.531. There is one broken chain along the entire line: K25+399.169=K25+400, with a short chain length of 0.831 m. The total length of the route within the implementation scope is 27.355 km. The project adopts the Ministry of Transport's "Technical Standard for Highway Engineering" (JTG B01-2014) for two-way six-lane expressway construction, with a design speed of 120 km/h and an integral subgrade width of 34.5 m.

V. Lot Division:

This tender is divided into 1 survey and design lot for the railway-related works, and the scope of tender is:

Detailed survey, preliminary design, and construction drawing design of the railway-related works of the Lanxi Section of the Jiande-Wuyi Expressway (chainage: K8+684.4 to K9+607.6; the specific chainage of the railway-related section shall be subject to the final approval documents of the relevant authorities). The main work content includes all work such as detailed survey, preliminary design, technical design (if required), construction drawing design, preparation of estimate and budget documents, and follow-up services for bridges and other works (including embedded parts) within the scope of the railway-related works, as well as coordination and cooperation with the designers of the highway engineering part.

VI. Planned Schedule:

Design Period:

(1) Within 15 days after contract signing, prepare the overall survey and design outline and the prior guidance document for detailed survey, and submit them to the employer for approval; within 1 month after contract signing, submit the preliminary design documents. Within 2 months after contract signing, pass the field acceptance of the final survey and detailed survey and submit the draft reports of the final survey and detailed survey for approval.

(2) Within 4 months after the field acceptance of the detailed survey and final survey, submit the construction drawing design documents.

(3) According to the review opinions of the survey verification unit, consulting unit, employer, and higher competent authorities, revise and improve the detailed survey report and various design documents within 7 days, and submit the final versions of the detailed survey report and various design documents.

(4) According to the needs of the employer's bidding work schedule, submit the drawings, reference materials, and other bidding materials required for carrying out the construction bidding work.

(5) Construction site coordination services: from the commencement of the railway-related section to the completion acceptance.

(6) Follow-up service period: from the date of completion to the completion acceptance of the project.

The designer shall also submit to the employer one written calculation report of the final results, and one electronic version of the design documents and calculation report (Word version for text and AutoCAD version for drawings).

The bidding documents and addenda (supplementary, clarification, and modification documents) of this project shall be distributed by online download.
