Invitation to Bid for Subgrade and Pavement Works Construction of the S22 Tiantian Expressway Anqing to Qianshan Section (Liangting to Yueshan)

I. Project Overview

The project starts near Shuangling Village, Liangting Township, Huaining County, connecting with the G50 Shanghai-Chongqing Expressway and the under-construction Tiantian Expressway Wuwei to Anqing Section; it is laid out southwestward, crosses the Hefei-Jiujiang High-Speed Railway Anqing Connecting Line, then turns south, passes through Chaling Town, Huaining County, and ends near Sunjiaban, Shijing Township, Huaining County, connecting with the starting point of the planned Tiantian Expressway Anqing to Qianshan Section (Yueshan to Qianshan), with a total length of approximately 15.95 km. The entire line includes 2 extra-large bridges, 4 large bridges, 2 medium and small bridges, and 3 separated interchanges; 3 interchange interchanges at Liangting (hub), Chaling, and Shijing (hub and ground-level); 2 newly built ramp toll stations, 1 service area, 1 maintenance work area, 1 management center, 1 traffic police barracks, 1 traffic law enforcement station, and other necessary traffic engineering and along-line facilities.

Main technical standards of the project: the entire line is built to the standard of a two-way six-lane expressway, with a design speed of 120 km/h, a subgrade width of 34.5 m, asphalt concrete pavement, and the design vehicle load class for bridges and culverts adopts Highway Class-I; other technical indicators are implemented in accordance with the Technical Standard for Highway Engineering (JTG B01-2014).

Maximum bid price limit of the project:

Maximum bid price limit for Section LYTJ-01: 972,862,163.81 yuan (including provisional sum of 40,000,000 yuan and provisional estimate of 1,300,000 yuan)

Maximum bid price limit for Section LYTJ-02: 729,276,085.55 yuan (including provisional sum of 30,000,000 yuan and provisional estimate of 1,300,000 yuan)

Scope of bidding and section division: the scope of this bidding is the subgrade and pavement works (including subgrade, pavement, bridge and culvert works) of the S22 Tiantian Expressway Anqing to Qianshan Section (Liangting to Yueshan), including construction, handover inspection, defect liability period repair and other work contents. This bidding is divided into 2 construction sections, as follows:

Planned construction period: 36 months (i.e., 1,096 calendar days)

Time for obtaining bidding documents: from June 15, 2023 to 10:00 on July 7, 2023.

III. Submission of Bids

The deadline for submission of bids (bid closing time, the same below) is 10:00 on July 7, 2023. Bidders shall submit electronic bids through the electronic trading system of the Anhui Hefei Public Resource Trading Center before the deadline. Bidders do not need to attend the on-site bid opening; they only need to participate in the remote online bid opening and decrypt their bids.

The route starts near Sunjiaban, Shijing Township, Huaining County, connecting with the endpoint of the planned Tiantian Expressway Anqing to Qianshan Section (Liangting to Yueshan), extends westward, utilizes the under-construction Yingling Tunnel, passes through Huangdun Town, Sanqiao Town, and Xiaoshi Town of Huaining County, and ends at the south side of Qianshan City urban area, connecting with the G50 Shanghai-Chongqing Expressway, with a total route length of 27.018 km.

The entire line includes 2 extra-large bridges, 4 large bridges, 12 medium and small bridges, and 12 separated interchanges; 2 interchange interchanges at Sanqiao and Qianshan South (hub and ground-level); 2 ramp toll stations and other necessary traffic engineering and along-line facilities will be built simultaneously.
