Bidding Announcement for Section SWBGKCS-1 of the Preliminary Work of the Northern Extension Project of the Shiyan-Jingzhenping-Wuxi Expressway

I. Project Overview

Construction location: Within Hubei Province

Construction scale: The project starts at a connection with the Fuyin Expressway and ends north of the Sanguandong Forest Area, where it connects with the Shaanxi section. The route generally runs north-south, with a project length of approximately 42.7 km, entirely within Yunxi County. It is proposed to adopt the technical standard of an expressway with a design speed of 80 km/h and four lanes in both directions. The estimated total investment of the project is approximately RMB 10 billion. (The actual construction scale shall be subject to the approval of the relevant competent authorities.)

Scope of bidding: Responsible for the engineering feasibility study and preliminary design work of this project.

Section division: This bidding is divided into 1 section, named: Section SWBGKCS-1.

Planned survey and design/survey/design service period: 605 calendar days; planned commencement date: July 15, 2023 (referring to the service start date for preparing the feasibility study and survey and design). Among them: (1) the duration of the engineering feasibility study is 365 calendar days; (2) the duration of survey and design in the preliminary design stage is 240 calendar days. The above service periods are estimated durations and will be appropriately adjusted according to the project construction schedule.

II. Obtaining the Bidding Documents

All intending bidders (in the case of a consortium bid, all members of the consortium) shall register on the Hubei Provincial Electronic Bidding and Tendering Trading Platform (hereinafter referred to as the "Electronic Trading Platform", the same below) and obtain a CA digital certificate (for specific procedures, see the "Electronic Trading Platform"—Service Guide—Guide for Registration of Trading Entities).

After completing registration, please, from June 14, 2023 to 24:00 on June 19, 2023 (Beijing time, the same below), log in to the "Electronic Trading Platform" via the Internet using the CA digital certificate and download the bidding documents free of charge for the section to be bid. For consortium bids, the consortium leader shall download the bidding documents (for specific procedures, see the "Electronic Trading Platform"—Service Guide—Guide for Downloading Bidding (Qualification Review) Documents).

III. Submission of Bids

Deadline for submission of bids: 09:30 on July 7, 2023.

Bidders shall, before the bidding deadline, log in to the "Electronic Trading Platform" via the Internet using the CA digital certificate, select the section to be bid, and upload the encrypted electronic bid. After the bidder completes the upload of the bid, the "Electronic Trading Platform" will immediately issue an electronic receipt voucher to the bidder. The submission time shall be based on the transmission completion time stated in the electronic receipt voucher.
