In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and actively carry out the "Outline for Building a Quality Powerhouse" and the "Outline for Building an Intellectual Property Powerhouse (2021-2035)" issued by the CPC Central Committee and the State Council, and to help the Xuzhou Economic and Technological Development Zone stand bravely at the forefront and scale new heights on the path of high-quality development, on the afternoon of June 3, the Xuzhou Economic and Technological Development Zone held the Conference on Building a Quality Strong Zone and High-Quality Intellectual Property Development at the Jinlong Lake Academy.

Wang Yali, Director of the Provincial Intellectual Property Protection Center; Yang Yi, Second-Level Researcher of the Materials Department of the China National Intellectual Property Administration and Deputy Director of the Provincial Intellectual Property Protection Center; Gong Yuepeng, Director of the Navigation and Evaluation Department of the Provincial Intellectual Property Protection Center; and Lü Xuanrui, Party Secretary and Director of the Municipal Market Supervision Administration, attended the conference. Zang Xiaopeng, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Development Zone, delivered a speech, and relevant leaders of the Development Zone, including Chen Jinlong and Wang Weiqing, participated.

In recent years, the Development Zone has firmly established the development philosophy of "quality first, efficiency prioritized," vigorously carried out special actions for quality improvement and for the creation, application, and protection of patents, and achieved remarkable results.  In terms of quality work, it has scientifically formulated the "14th Five-Year Plan for High-Quality Development of a Quality Strong Zone in the Xuzhou Economic and Technological Development Zone," established a grand quality work pattern featuring "leadership by the Party Working Committee, guidance by the Management Committee, joint efforts by departments, primary responsibility of enterprises, and participation by society," and deeply implemented the "four projects" of brand demonstration, inspection and testing, certification and accreditation, and quality improvement, comprehensively advancing the building of a quality strong zone. In terms of intellectual property work, it has deeply carried out the cultivation of high-value patents, patent transformation and operation, the building of an intellectual property protection demonstration zone, and the construction of a collaborative intellectual property protection system. The quality of intellectual property creation and the level of protection benefits throughout the zone have continued to improve, and the zone won the Excellent Organization Award at the 22nd China Patent Award selection.

In his speech, Zang Xiaopeng put forward new requirements for the high-quality development of building a quality strong zone and intellectual property in the Xuzhou Economic and Technological Development Zone from three aspects: empowering through science and technology and driving through innovation to comprehensively enhance the competitiveness of industrial quality; focusing on environmental optimization and simultaneous improvement of quantity and quality to comprehensively strengthen the leading force of intellectual property; and highlighting the implementation of responsibilities and efficient coordination to comprehensively enhance the organizational capacity for building the demonstration zone.

At the conference, Xuzhou Jing'an Heavy Industry Machinery Manufacturing Co., Ltd. received two awards: the Xuzhou Economic and Technological Development Zone "Quality Award Nomination Award" and the "Intellectual Property Special Contribution Award."

The full rotary air-lift reverse circulation construction method has solved drilling construction challenges such as super-large and ultra-deep holes and hard rock strata, and has demonstrated excellent superiority in the foundation construction of many key projects at home and abroad, including offshore wind power and the Macau Aodang Fourth Bridge.
