June this year marks the 22nd National "Work Safety Month," with the theme "Everyone Talks About Safety, Everyone Knows Emergency Response." In recent days, the construction engineering sectors in Beijing, Hunan, and other places have successively launched "Work Safety Month" activities, carrying out activities that are vigorous, have highlights, distinctive features, and effective results in light of local realities.

Carrying out hidden danger investigation and rectification

Beijing issued the 2023 "Work Safety Month" activity plan for the Beijing housing and urban-rural development system. In view of the various unfavorable factors in Beijing's construction field—including a large area of projects under construction, many key projects, heavy major event support tasks, as well as frequent and recurrent extreme weather, a relatively severe flood control situation, and uneven personnel levels—the plan requires focusing on strengthening safety knowledge learning, education, and training as well as emergency drills, conducting knowledge competitions with labor management personnel as the focus, promoting learning through competition, and continuously improving the safety awareness and management level of safety management personnel.

At the same time, a comprehensive and in-depth major risk and hidden danger investigation and rectification campaign is being carried out. Law enforcement spot checks will be strengthened on the implementation of the main responsibility for work safety, the implementation of major event support work, the implementation of flood control work, the implementation of fire protection work, and hazardous major projects such as foundation pit engineering, scaffolding engineering, formwork support engineering, lifting machinery installation and dismantling, lifting and hoisting, confined space operations, and subsurface excavation engineering. Illegal and non-compliant acts discovered will be strictly enforced according to law, effectively consolidating the foundation of work safety.

Hunan Province held the 2023 "Work Safety Month" activity for building construction, requiring that before the end of June, the province's housing and urban-rural development system conduct a full-coverage hidden danger investigation of all projects under construction. Major accident hazards discovered during investigation must be promptly classified and handled according to law, source governance strengthened, and various safety risks prevented and resolved. Special rectification will be organized for fall-from-height accidents, building lifting machinery accidents, collapse accidents, and others; management of hot work and flammable and combustible materials at construction sites will be strengthened, and enterprises will be urged to conduct safety training for dangerous operation personnel such as electric welders.

Increasing safety publicity efforts

The Lijiang City Housing and Urban-Rural Development Bureau of Yunnan Province mobilized and deployed the "Work Safety Month" activities for Lijiang's building construction industry, guiding the broad workforce to learn about safety, understand safety, and uphold safety. It required all construction units to implement the "Fifteen Measures" for work safety and Yunnan Province's 69 specific measures, and to transform learning outcomes into practical results that promote safe development. Publicity activities were carried out for the "Five Takes the Lead" of enterprise principal responsible persons: taking the lead in researching and organizing the investigation and rectification of major accident hazards in their enterprises; taking the lead in implementing work safety responsibilities for all staff positions and giving play to the role of management teams and experts; taking the lead in carrying out investigation and rectification of dangerous operations such as hot work; taking the lead in carrying out investigation and rectification of production and business activities such as outsourcing and leasing; and taking the lead in carrying out accident emergency rescue drills. It is necessary to actively create a strong work safety atmosphere, widely carry out thematic publicity activities in various forms, and promote the whole society to improve its awareness, enthusiasm, and consciousness regarding work safety.

At the launch ceremony of Wuxi's building engineering "Work Safety Month," the relevant person in charge of Xinwu District, Wuxi City, Jiangsu Province, stated that each project must firmly implement the work safety responsibilities of enterprise principal responsible persons, vigorously ensure that key position personnel are on duty and performing their duties, and make full use of education models such as "online + offline" and "theory + practice" to promote the improvement of on-site personnel's safety capabilities. It is necessary to carefully summarize the experience and practices of the "Three-Year Big Stove" (the three-year special rectification action for work safety), vigorously grasp the investigation and rectification of hidden dangers at key nodes and key stages, pay close attention to emerging and tendentious problems, effectively solve hidden dangers, and prevent hidden dangers from turning into accidents.

The relevant person in charge of the Mianyang Municipal Housing and Urban-Rural Development Commission stated that during "Work Safety Month," the city's construction industry should focus on the theme "Everyone Talks About Safety, Everyone Knows Emergency Response," and organize a series of activities through online and offline channels, including learning and improvement, knowledge competitions, publicity and education, special rectification, emergency drills, and skills competitions. At the same time, for key industries and fields, risk reminders for accidents caused by waterlogging, high temperatures, and natural disasters should be issued in a timely manner, further enhancing safety awareness in industries and fields and the public's ability to avoid danger and escape, promoting the transformation of work safety governance toward ex-ante prevention, and facilitating the overall improvement of work safety levels in industries and fields and the stability of the work safety situation.
