On May 25, 2023, the General Assembly for the Transition of the Geotechnical Foundation Professional Committee of the China Association for Engineering Construction Standardization (CECS) and the First Working Meeting of the Seventh Geotechnical Foundation Professional Committee were held in Beijing. The conference was hosted by the Geotechnical Foundation Professional Committee of the China Association for Engineering Construction Standardization (hereinafter referred to as the Geotechnical Committee), and undertaken by Jianyan Geotechnical Foundation Engineering Co., Ltd., the supporting institution of the Geotechnical Committee.

Leaders and guests attending the conference on site included: Wang Qingqin, Deputy General Manager of China Academy of Building Research Co., Ltd.; Li Zheng, Consultant Chief Engineer of the China Association for Engineering Construction Standardization; and Li Wenjuan, Deputy Director of the Office of the China Association for Engineering Construction Standardization. The Seventh Geotechnical Committee is composed of more than 136 experts engaged in standardization work in the geotechnical foundation field from research institutes, universities, survey and design institutes, and enterprises across the country, including 1 academician of the Chinese Academy of Sciences and 9 national engineering survey and design masters. The 120 committee representatives participated in the meeting both online and in a combined online and offline manner. Gao Wensheng, Chairman of the Geotechnical Committee and Chairman of Jianyan Geotechnical Foundation Engineering Co., Ltd., presided over the meeting.

Wang Qingqin, Deputy General Manager of China Academy of Building Research Co., Ltd., welcomed the leaders and guests of the China Association for Engineering Construction Standardization and thanked them for their strong support of the standardization work of China Academy of Building Research Co., Ltd. Deputy General Manager Wang Qingqin fully affirmed the achievements of the Geotechnical Committee over the years and expressed the hope that in the future the committee's expert resource advantages will be fully utilized to improve the technical level of the entire industry through summit forums, seminars, training courses, symposia, and other activities. He stated that, as the administering institution of the Geotechnical Committee, the company will continue to support all work of the Geotechnical Committee as always, and hoped that the new Geotechnical Committee will make greater achievements in standardization work and promote the development of standardization in China's geotechnical foundation field.

Li Zheng, Consultant Chief Engineer of the China Association for Engineering Construction Standardization, congratulated the convening of the conference and welcomed all participating experts and guests. He affirmed the achievements of the Geotechnical Committee's prior work. He pointed out that the current period is one of rapid development in the preparation of association standards for engineering construction, and expressed the hope that the new Geotechnical Committee will establish and improve the standardization system in the geotechnical foundation field, coordinate it with national standards and industry standards, and lay the foundation for the association's standards to shift toward the entire engineering construction domain and for their implementation and promotion; at the same time, it should give play to the pioneering role of association standards and provide technical support for fields such as "specialized, refined, distinctive and innovative" enterprises and "new industries, new business forms, and new models."

On behalf of the Sixth Geotechnical Committee, Gao Wensheng delivered a work report. The report summarized the development process and achievements of the Sixth Geotechnical Committee from five aspects: implementing the association's work requirements and actively advancing engineering construction standardization in the geotechnical foundation field; strengthening research on the professional standardization system and consolidating the foundation for systematic standards development; leveraging the association's platform advantages to promote industry technical exchange and cooperation; actively participating in and cooperating with various activities organized by CECS; and strengthening international cooperation and exchange to enhance the international influence of Chinese standards. He also reported and explained to the conference the preparations for the transition and the composition of the new candidate committee members.

Li Wenjuan, Deputy Director of the association, read out the association's approval regarding the candidates for the new leadership. Under the guidance of the China Association for Engineering Construction Standardization, 55 committee members on site and 70 committee members online voted by a show of hands and unanimously approved the election of Gao Wensheng as Chairman; Zhang Yan, Xu Zhangjian, Tang Mengxiong, Hua Jianxin, Qiu Jinjin, Zheng Jianguo, Zhou Zaiyang, Zheng Gang, Yang Shenggui, and Jing Shaodong as Vice Chairmen; and Wang Tao as Secretary-General. Deputy General Manager Wang Qingqin and Consultant Chief Engineer Li Zheng presented certificates to the Chairman, Vice Chairmen, and Secretary-General.
The First Working Meeting of the Seventh Geotechnical Committee first approved the candidates for Deputy Secretaries-General nominated by the Chairman, then reviewed working documents such as the committee's working rules and the measures for the use and management of the special seal for standards work, and held lively discussions on the key tasks and directions of the new committee. The participating representatives put forward a series of new viewpoints, new ideas, and new methods for the standardization work in the geotechnical foundation field by the new committee, which is of great significance to promoting standardization in China's geotechnical foundation field. Chairman Gao Wensheng summarized the content of the members' discussions and remarks and delivered a concluding speech on the key tasks of the new committee, while welcoming all members to take active action and contribute to the vigorous development of China's geotechnical foundation standardization cause.
