Construction Tender Announcement for the Qingtian–Wencheng Expressway (Wencheng Section)

I. Project Overview

The project starts at stake number K30+954.316, located inside Lishan Tunnel at the junction of Tangyang Township, Qingtian and Yuhu Town, Wencheng (Lishan Tunnel has a total length of 6,998 m, of which 2,854 m is in Qingtian and 4,144 m in Wencheng). Lishan Tunnel emerges from the mountain on the east side of the Lilin Class-II Reservoir dam; after exiting, the alignment runs south along both sides of Dongxi with Dongxi No. 1 Bridge, then passes through Yanmenliao Tunnel; after exiting, it continues along both sides of Dongxi with Dongxi No. 2 Bridge, then enters Shizhuping Tunnel on the east side of the Dongxi Class-III Hydropower Station and passes underneath Wenqing Highway (X617); after exiting, it crosses over Wenqing Highway and Heyangken Bridge and passes along Dongxi via Dongxi No. 3 Bridge, then enters Tanchang Tunnel; after exiting, it bypasses Taichang Changshou Village and crosses Wenqing Highway and Dongxi again, then enters the terrace on the east side of Yuhu Town, where the Yuhu Interchange and Service Area is provided, with the interchange ramps connecting to Provincial Highway 220; the alignment then swings to the west side of the Yuhu Town Waterworks and crosses Dashixian to the south, then passes the east side of the Dongxi Class-IV Hydropower Station and crosses Yuquanxi and Yingzhu Line (X311) via Yuquanxi Bridge; thereafter the alignment follows an embankment section into the Yeqiling Ting terrace, then passes the west side of Tangxiayuan via Tangxiayuan Bridge, follows the valley alignment to Xiakengtou where the Zhongnan Medium-length Tunnel (2,355 m) crosses Dawan Peak, exits at Kengxia and crosses Linkengxi via Kengxia Medium Bridge, and below Zhourang Town passes through the Zhugeling Extra-long Tunnel (5,103 m). The tunnel crosses the Zhugeling mountain mass, avoiding the two small reservoirs above the mountain and passing beneath Zhangshan Reservoir; the Zhugeling Tunnel exits in the northwest valley of Zhanglong Village, after which the Zhangtai Half-Interchange connects to the existing East Stadium Road; the alignment passes the hillside on the east side of Zhangtai Township via the Zhangtai Interchange mainline bridge, then connects south to the Wencheng Junction of the Longliwen Expressway. The mainline ends at stake number K50+568.622, with the Wencheng Section having a total length of 20.406 m. Along the route there are mainline bridges: 3,203 m/8 large bridges, 96 m/2 medium bridges, and 1,833 m/6 mainline bridges in interchange areas, with a total mainline bridge length of 5,132 m/16 bridges, and a total tunnel length of 12,968.4 m/5.5 tunnels. The bridge-tunnel ratio is 88.36%. Along the route there are 2 interchange grade separations, including 1 general interchange and 1 hub interchange, 1 service area, 2 interchange toll stations, and 2 tunnel management stations. The total estimated cost of the project is RMB 5.373 billion, of which construction and installation cost is RMB 3.966 billion.

Technical Standards: The mainline adopts the two-way four-lane expressway standard in the Ministry-issued Technical Standard for Highway Engineering (JTG B01—2014), with a design speed of 80 km/h and an integral subgrade width of 25.5 m. Bridge and culvert design load: Highway Class-I; pavement standard axle load: 100 KN. Design flood frequency: 1/300 for extra-long bridges, and 1/100 for other bridges, culverts and subgrade. Other technical indicators shall comply with the specified values in relevant national standards and specifications.

Section Division: This construction tender plans to set up 3 sections, namely Section WQTJ01, Section WQTJ02 and Section WQTJ03, as follows:

Section WQTJ01: Start and end stake numbers K30+954.316-K39+700/(K30+944.904-ZK39+685), route length about 8.746 km. Main contents: completion of construction of subgrade, bridges and culverts, tunnels, interchange works, dedicated access roads, etc., defect repair during the defect liability period, and warranty responsibilities during the warranty period. Main structures include Lishan Tunnel (Wencheng section portion, left tube 4,143.684 m, right tube 4,152.096 m, vertical shaft + jet fan longitudinal ventilation), Dongxi No. 1 Bridge, Yanmenliao Tunnel (left tube 154 m, right tube 249 m), Dongxi No. 2 Bridge, Shizhuping Tunnel (left tube 983 m, right tube 942 m), Dongxi No. 3 Bridge, Tanchang Tunnel (left tube 235 m, right tube 177 m), Dongxi No. 4 Bridge, Yuhu Interchange, Yuhu dedicated access road. Section WQTJ02: Start and end stake numbers K39+700-K49+388/(ZK39+685-ZK49+370), route length about 9.7377 km. Main contents: completion of construction of subgrade, bridges and culverts, tunnels, dedicated access roads, etc., defect repair during the defect liability period, and warranty responsibilities during the warranty period. Main structures include Yuquanxi Bridge, Tangxiayuan No. 1 Bridge, Tangxiayuan No. 2 Bridge, Zhongnan Tunnel (left tube 2,384 m, right tube 2,355 m), Kengxia Bridge, Zhugeling Tunnel (left tube 5,058.325 m, right tube 5,102.662 m, vertical shaft + jet fan longitudinal ventilation), and the dedicated access road from Xinlin Village to Zhourang Town. Section WQTJ03: Start and end stake numbers K49+388-K50+568.622/(ZK49+370-ZK50+568.622), route length about 1.923 km. Main contents: completion of construction of subgrade, bridges and culverts, pavement, etc., defect repair during the defect liability period, and warranty responsibilities during the warranty period. Main structures include Zhangtai Interchange, Wencheng Junction, and the 20.4 km pavement works for the entire line. Planned Construction Period: Section WQTJ01 planned construction period: 1,140 calendar days (38 months), defect liability period 24 months. Section WQTJ03 planned construction period: 1,260 calendar days (42 months), defect liability period 24 months.‍
