Investment Tender Announcement for the Jiangjin–Luzhou–Yibin (Sichuan Section) Expressway Project

I. Project Overview

The project route starts at the Sichuan–Chongqing provincial boundary on the northeast side of Baihe Town, Luxian County, Luzhou City, connecting with the under-construction Chongqing Jiangjin–Luzhou North Line Expressway; it passes through Luxian County and Longmatan District of Luzhou City, Fushun County of Zigong City, and Jiang'an County, Nanxi District, and Cuiping District of Yibin City, and ends on the northeast side of Guanyin Town, Xuzhou District, where it connects with the Chengdu–Yibin Expressway. The recommended alignment has a total length of approximately 134 km, with an estimated total investment of approximately 19.5 billion RMB, averaging approximately 140 million RMB per kilometer.

The project adopts expressway technical standards, with a design speed of 120 km/h, two-way four lanes, and a subgrade width of 26.5 m. The design vehicle load for bridges and culverts adopts Highway Class I; asphalt concrete pavement. Other technical indicators comply with the relevant provisions of the Technical Standard for Highway Engineering (JTG B01—2014) issued by the Ministry of Transport.

The construction period of the project tendered this time is expected to be 36 months. The project toll period shall not exceed 30 years at most.

The project capital shall be no less than 20% of the total project investment, and all project capital shall be contributed by the investor. Construction funds other than the capital shall be self-raised by the project company established by the investor.

Scope of tender: The scope of this tender is the investor for the Jiangjin–Luzhou–Yibin (Sichuan Section) Expressway Project. The winning investor shall establish a project company in accordance with the Company Law of the People's Republic of China and other relevant laws, regulations, and policies.

The tenderee will, in accordance with laws, regulations, policy documents, and the investment agreement, sign a concession agreement with the project company for the investment, construction, and operation of this project. The project company shall be responsible for the entire process of the project, including planning, fund raising, project survey and design, project construction, operation and maintenance, debt repayment, and asset management, operating independently and bearing its own profits and losses, and upon expiration of the concession period specified in the concession agreement, shall transfer the project and its ancillary facilities, project land, and related materials to the institution designated by the Sichuan Provincial People's Government without compensation in accordance with the concession agreement.

II. Acquisition of Tender Documents

Any party interested in participating in the tender shall, from April 13, 2023 to April 19, 2023 (excluding statutory public holidays and statutory holidays), between 9:00 and 12:00 in the morning and between 14:00 and 17:00 in the afternoon each day (Beijing Time, the same below), purchase the tender documents, drawings, and reference materials at Office 902, Building 55, Zone A, Zhongjiao Yueli, South Section of Hupan Road, Xinglong Town, Shuangliu District, Chengdu City, Sichuan Province, by presenting a photocopy of the enterprise legal person business license, a letter of introduction from the unit, and the identity card of the handling person and its photocopy.

III. Submission of Tender Documents

The deadline for submission of tender documents (the tender deadline, the same below) is 9:00 on May 4, 2023. Bidders shall submit their tender documents between 8:30 and 9:00 on that day to the bid opening room of this project at the Sichuan Provincial Government Affairs Service and Public Resources Trading Service Center (detailed address: 7th Floor, Fengde Chengda Center, No. 101 Gulou South Street, Qingyang District, Chengdu City).
