Recently, Shaanxi Province released its 2023 annual plan for key construction projects. This year there are 643 provincial-level key projects, with a total investment of 2,035.6 billion yuan and an annual investment of 481.8 billion yuan. Compared with 2022, the number has increased by 3.7%; total investment and annual investment have grown by 6.9% and 3.8% respectively. This year the province is carrying out the "Three Years" activities, with the Year of High-Quality Project Advancement ranking first among them.

Among the 643 provincial-level key projects, 398 are continued projects and 245 are new projects. The projects are divided into ten major categories: the innovation-driven dual-chain integrated development project, the advanced manufacturing development project, the traditional industry transformation and upgrading project, the high-end energy and chemical industry development project, the major infrastructure advancement project, the modern service industry development project, the social undertakings and cultural tourism development project, the new urbanization advancement project, the ecological environment improvement project, and the modern agriculture development project.

Among the major infrastructure advancement projects, there are 41 continued projects and 29 newly started projects. These include the "rice-shaped" high-speed rail network construction project; the Phase III expansion project of Xi'an Xianyang International Airport; Metro Lines 8, 10, and 16, and Phase III of Line 1; the reconstruction and expansion of the Beijing-Kunming, Fuzhou-Yinchuan, and Baotou-Maoming expressways and the Xi'an-Xingping expressway; the Han-to-Wei River Water Diversion Project and the Dongzhuang Water Conservancy Hub; and the Ankang and Xi'an East 750 kV power transmission and transformation projects, among others.

The Phase III expansion project of Xi'an Xianyang International Airport is the "No. 1 project" in the province's civil aviation development. Once completed, it will become a large "international transport corridor" and "international aviation hub" with two terminal areas, four terminal buildings, and four runways, capable of handling 83 million passengers, 1 million tons of cargo and mail, and 595,000 aircraft movements annually, injecting strong momentum into deeply integrating into the overall framework of jointly building the "Belt and Road," building a highland of inland reform and opening up, and supporting Shaanxi's high-quality development.

The construction of Shaanxi's "rice-shaped" high-speed rail has always attracted much attention. Continued high-speed rail projects include the Xi'an-Yan'an High-Speed Railway, the Xi'an-Shiyan High-Speed Railway, and the Shaanxi section of the Xi'an-Chongqing High-Speed Railway. It is worth mentioning that recently, the land use pre-examination for the newly built Yan'an-Yulin-Ordos High-Speed Railway (Shaanxi section) project was approved by the Ministry of Natural Resources, completing the final stroke of Shaanxi Province's "rice-shaped" high-speed rail network and taking another step toward the start of construction.‍
