On March 3, the Henan Provincial Development and Reform Commission issued a notice to release the list of 2023 key construction projects in Henan Province.

The notice requires that all key project construction units shall earnestly assume the primary responsibility for construction, strictly abide by laws and regulations, perform construction procedures in accordance with the law, consciously accept administrative supervision, scientifically strengthen project management, actively raise construction funds, focus on project quality and work safety, strictly implement pollution prevention and control requirements, and promote projects to resume and start construction as early as possible, accelerate construction, and complete on schedule, so as to ensure the full completion of the annual construction targets and tasks.

For 2023, a total of 2,505 provincial key construction projects are arranged, with an annual planned investment of about 1.9 trillion yuan. The projects involve five major areas: enhancement of innovation-driven capacity, infrastructure construction, industrial transformation and development, green and low-carbon transition, and improvement of people's livelihood and social undertakings.

Among them, in the field of infrastructure construction, a total of 392 projects have been selected, with an annual planned investment of 380.4 billion yuan, including 108 modern comprehensive three-dimensional transportation network projects, 54 modern energy security network projects, 31 modern water network projects, 64 industrial upgrading infrastructure projects, 118 urban infrastructure projects, 12 rural and agricultural infrastructure projects, and 5 strategic material reserve facility projects.‍

In the railway sector, there are 2 completed projects:

1. Zhengzhou-Jinan High-Speed Railway Puyang to Provincial Boundary Section: 39.797 km of new high-speed railway.

2. Heze to Lankao Railway Henan Section: 41.264 km of new high-speed railway.‍

There are 8 continued projects:

1. New Pingdingshan-Luohe-Zhoukou High-Speed Railway: 199.7 km of new high-speed railway.

2. Beijing-Xiong'an-Shangqiu High-Speed Railway Xiong'an New Area to Shangqiu Section: 26 km of new high-speed railway.

3. Zhengzhou-Kaifeng Intercity Railway Extension Line: 7.171 km of new intercity railway in total.

4. Zhengzhou Hub Zhengzhou South Railway Station and Longhai Outer Bypass Project: Relocation and reconstruction of the heavy machinery maintenance base and rail welding base

5. Shangqiu EMU Stabling Yard Project

6. Xuedian Railway Logistics Base

7. Putian (Zhanyang) Railway Logistics Base

8. Bundled Railway Special Line Projects (17 sub-items): mainly constructing 172.34 km of railway special lines, with 4 completed, 3 continued, 9 proposed to start, and 1 in the preliminary stage.‍

There are 5 newly started projects:

1. New Nanyang-Xinyang-Hefei High-Speed Railway: 375 km of new high-speed railway.

2. Hohhot-Nanning High-Speed Railway Jiaozuo-Luoyang-Pingdingshan Section: 218 km of new high-speed railway.

3. New Zhengzhou South Railway Station and Longhai Outer Bypass Project: new Zhengzhou South Railway Station, the third and fourth lines of the Beijing-Guangzhou Railway from Nanyangzhai Station to Zhengzhou Station, the Longhai Outer Bypass Project, the Daguanzhuang Connecting Line Project, and relocation and reconstruction of existing facilities.

4. Zhengzhou-Kaifeng Intercity Railway Transit-Oriented Operation Transformation: renovation of existing stations, addition of new stations and EMU depots, optimization of ticketing and riding systems, and other projects.

5. Haoji Railway (Henan Section) Post-Station Four-Electric Systems and Collecting and Distributing Railway Freight Yard Supporting Project: mainly constructing post-station equipment and facilities for the Henan section of the Haoji Railway, freight yards at stations along the line, and supporting collecting and distributing engineering construction projects.‍
