The reporter learned from the mobilization meeting for the 2013 special research of the National People's Congress deputies in Shandong Province held on August 26 that in the second half of this year, Shandong Province will strengthen the construction of affordable housing projects, appropriately lower the threshold for applying for affordable housing, explore the inclusion of migrant workers in the housing provident fund system, and incorporate eligible enterprise-built housing into affordable housing management.

Since the beginning of this year, Shandong Province has continuously strengthened its livelihood security. From January to July, the province's fiscal expenditures for education, social security and employment, medical and health care and other livelihood areas increased by 15.1%, 18.3% and 18.4% respectively. A total of 812,000 new urban jobs were created, and 1.032 million rural laborers were transferred to employment, completing 81.2% and 86% of the annual plans respectively. By the end of June, construction had started on 182,000 units of various types of affordable housing, completing 77.2% of the task assigned by the state.

In the second half of the year, focusing on accelerating the "urbanization of people," Shandong Province will accelerate the reform of the household registration system, encourage various forms of population agglomeration and new community construction, promote equal treatment for urban and rural residents in areas such as pensions, social security, wages, welfare, employment, education, public medical care, and affordable housing, and promote the citizenization of agricultural transfer population. The "Opinions on Further Improving the Work of Migrant Workers under the New Situation" will be issued and implemented to solve the two types of problems: some rural populations entering cities are unwilling to transfer their household registration, and some cities are afraid to let eligible people transfer their household registration.
