Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Notice on Doing a Good Job in Relevant Work During the 2022 New Year's Day and Spring Festival."

The Notice states:

1. Increase basic safety-net support and care for people in difficulty with genuine sincerity. Carry out a special winter campaign, intensify efforts to address wage arrears owed to migrant workers, and effectively safeguard the lawful rights and interests of migrant workers.

2. Uphold the principle of putting people first and life above all, strictly implement the work safety responsibility and management systems, strengthen the investigation and governance of safety hazards, and resolutely curb the occurrence of major and serious accidents. Vigorously tighten safety precautions in key industries and sectors, and strengthen safety supervision of special equipment, construction, and other areas.

The year 2022 is an important year for China as it embarks on a new journey to build a modern socialist country in all respects and march toward the Second Centenary Goal. The Beijing Winter Olympics and Winter Paralympics will be held at the beginning of the year, making it very important to do a good job in all work during the New Year's Day and Spring Festival period. All regions and departments must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th CPC National Congress and the plenary sessions of the 19th CPC Central Committee, and, on the premise of doing a good job in epidemic prevention and control, coordinate all work during the holiday period to ensure that the people enjoy a festive, happy, and healthy holiday. With the consent of the CPC Central Committee and the State Council, the relevant matters are hereby notified as follows.

I. Do a good job in epidemic prevention and control without any slackening, and resolutely prevent the resurgence and spread of the epidemic. Adhere to the approach of preventing imported cases and preventing domestic resurgence, combine routine targeted prevention and control with local emergency response, and reduce the flow and gathering of people during the "two festivals." Strengthen epidemic prevention and control in port cities, strictly implement measures for preventing the spread of the virus through people, goods, and the environment and for diverting flows at airport ports, strengthen market supervision of imported cold-chain food, and strictly prevent the importation of overseas epidemics. Strengthen epidemic monitoring and early warning, and enhance epidemic prevention and control in key links and venues such as travel, catering, parks and scenic areas, shopping malls, and supermarkets. Implement pre-examination and triage and the first-visit responsibility system, strictly manage febrile patients under closed-loop protocols, and strengthen medical treatment services. Guide the public to strengthen the awareness that they are the first person responsible for their own health, and maintain hygiene habits such as gathering less, washing hands frequently, wearing masks, and using serving chopsticks, and take good personal protection.

II. Increase basic safety-net support and care for people in difficulty with genuine sincerity. Pay basic pensions and unemployment insurance benefits on time and in full, earnestly implement various social assistance policies, guarantee the basic livelihood of people in difficulty, and resolutely secure the bottom line of people's livelihood. Organize the implementation of the mechanism linking social assistance and security standards with price increases. Promptly implement subsidies for "coal-to-gas" and "coal-to-electricity" conversions, increase heating subsidies for disadvantaged groups, and ensure that the people stay warm through the winter. Strengthen assistance and support for people in difficulty such as those receiving subsistence allowances, those in extreme poverty, the seriously ill and severely disabled, vagrants and beggars, and left-behind children; strengthen monitoring and assistance for people at risk of falling back into poverty and households suddenly facing severe difficulties; and promptly distribute disaster relief funds, materials, and winter-spring living assistance to disaster-affected people so that they feel the warmth of the Party and the government. Carry out a special winter campaign, intensify efforts to address wage arrears owed to migrant workers, and effectively safeguard the lawful rights and interests of migrant workers.

III. Strengthen market supply and price stability to meet the people's holiday consumption needs. Make overall arrangements for the supply of coal, electricity, oil, gas, and transportation, effectively increase the supply of coal, especially thermal coal, effectively enhance the power supply guarantee capacity, steadily increase the production and supply of refined oil products, and ensure gas for heating in northern China. Fully implement the Party and government responsibility system for food security and the mayor responsibility system for the "vegetable basket," strengthen market operation monitoring, and do a solid job in ensuring the supply and stabilizing the prices of important livelihood commodities such as grain, oil, meat, eggs, milk, fruits, and vegetables, so as to ensure that daily necessities are not in short supply or out of stock. Enrich holiday market supply to meet the people's diverse consumption needs. Strictly implement the "four strictest" requirements for food safety and safeguard food safety. Strengthen quality supervision and price supervision of key holiday consumer goods, investigate and punish illegal acts infringing on consumer rights in accordance with the law, and maintain a sound market order.

IV. Vigorously promote the main theme and enrich the people's intellectual and cultural life. Organize diverse cultural and artistic activities with rich content around the publicity and implementation of the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, inspire the broad masses to love the Party, the motherland, and socialism, and gather spiritual strength for unity, progress, and hard work. Carry out the "Our Chinese Dream" — Culture into Thousands of Households activity, the "Our New Era" themed works creation and broadcast activity, and the "Culture into Thousands of Households — Video Livestreaming of Hometown New Year" activity; promote core socialist values and fine traditional Chinese culture; and praise the new era. Strengthen law enforcement and maintain order in the cultural and tourism holiday market.

V. Make overall arrangements for Spring Festival travel and ensure safe and orderly travel for the people. Strictly implement transportation epidemic prevention and control requirements, and organize Spring Festival travel well according to the principles of guiding staggered travel, reducing travel risks, and strengthening personal protection. Refine and implement measures such as disinfection and ventilation, information registration, and setting up isolation areas at passenger stations and in transport vehicles; strengthen daily health monitoring and regular nucleic acid testing for frontline passenger service personnel; and formulate and improve emergency plans. Increase transport capacity during key periods and on popular routes, optimize connections between transport modes, passenger hub services, and the setup of epidemic inspection stations, and reduce vehicle congestion and gatherings of people. Implement nationwide "one code通行" for health codes and ensure travel for special groups such as the elderly under intelligent conditions. Make emergency preparations for extreme weather to prevent large-scale stranded passengers and vehicles. Strengthen transport safety supervision and ensure safe travel for the people.

VI. Firmly establish bottom-line thinking and抓紧抓实 work safety. Uphold the principle of putting people first and life above all, strictly implement the work safety responsibility and management systems, strengthen the investigation and governance of safety hazards, and resolutely curb the occurrence of major and serious accidents. Vigorously tighten safety precautions in key industries and sectors, strengthen safety supervision of special equipment, construction, hazardous chemicals, fireworks and firecrackers, fishing vessels, and other areas, strictly approve large-scale events, eliminate fire safety hazards in densely populated places such as mixed commercial-residential buildings and large complexes, and solidly carry out gas safety rectification. Give prominence to energy supply safety, assign dedicated personnel to keep watch over high-risk mines, severely crack down on illegal mining, and strengthen inspections of hazard sources such as oil and gas storage and transportation. Strengthen monitoring, early warning, and emergency response for extreme cold weather, rain, snow, and freezing disasters and for forest and grassland fire risks, and safeguard the lives and property of the people.

VII. Prevent and handle contradictions and problems, and make every effort to maintain overall social stability. Uphold and develop the "Fengqiao Experience" of the new era, carry out in-depth investigation and resolution of contradictions and disputes in key areas and among key groups, implement territorial management responsibilities and source governance measures, and resolve hidden dangers of contradiction locally and at the grassroots level. Grasp the characteristics of public security at the turn of the year, combine regular efforts to combat gang crime and evil, and severely crack down in accordance with the law on prominent illegal and criminal acts affecting the people's sense of security, such as those involving guns and explosives, telecom and online fraud, cross-border gambling, pornography, gambling, and drugs, theft, robbery, and fraud, and food, drug, and environmental offenses, so as to ensure that public order remains stable and orderly during the holiday period. Strengthen public patrol and control, strengthen safety prevention and control in densely populated places, and eliminate public security hidden dangers and blind spots to the greatest extent. Coordinate security and epidemic prevention and control work, and effectively build a solid defense line for Winter Olympics security.

VIII. Persist in celebrating the festival diligently and in a civilized manner, and advocate good social customs. Educate and guide the broad masses of Party members and cadres, especially leading cadres, to take the lead in changing work style and fostering new trends, consciously oppose privileged thinking and privileged behavior, consciously oppose food waste and extravagance, and strictly manage family education and family traditions. Promote the transformation of outdated customs, advocate diligence and thrift, and resolutely resist undesirable customs such as lavish ceremonies, high bride prices, lavish funerals but meager care for the living, feudal superstition, and uncivilized tomb sweeping. IX. Continue to promote integrity and discipline, and strictly prevent "holiday corruption." Strictly implement the spirit of the Central Committee's eight-point decision and its implementation rules, strictly investigate and quickly handle problems such as illegal eating and drinking, illegal acceptance or giving of gifts and cash, illegal use of official vehicles, and traveling with public funds, severely punish the illegal issuance of allowances, subsidies, or benefits, pay attention to correcting隐形变异 behaviors such as sending gifts by express delivery, sending and receiving electronic red envelopes, and "not eating on public funds but eating at the boss's expense," and continue to send a signal of strictness. Focus on epidemic prevention and control, work safety, disaster monitoring and early warning, emergency response, livelihood security, and government services, and resolutely correct formalism and bureaucracy that affect the implementation of the Party Central Committee's decisions and arrangements and disregard or harm the interests of the masses. Promptly urge rectification of problems such as arbitrarily assigning tasks and demanding materials from the grassroots in the name of summarizing and deploying work, holding video conferences layer by layer on the same content, and "formalism at the fingertips," and effectively reduce the burden on the grassroots. Strictly implement the "ten prohibitions" discipline requirements for leadership transitions to ensure that the transitions are clean and clear.

X. Strengthen emergency duty to ensure the normal operation of all work. Strictly implement systems such as 24-hour duty by dedicated personnel, leading cadres being on duty at their posts, and reporting when going out; units with heavier emergency duty tasks and close ties to the people's production and life should improve the emergency duty linkage mechanism. Make emergency support preparations in advance, and in the event of major or serious emergencies or other important urgent situations, request instructions and report promptly and handle them properly in a timely manner. Units that directly serve the people should arrange holiday duty and shifts and ensure service quality.

All regions and departments should enhance the "four consciousnesses," improve political judgment, political understanding, and political execution, be loyal to their duties and fulfill their responsibilities, and ensure that the spirit of this Notice is implemented.
