This year, the province has arranged 4,071 major engineering projects. From January to August, investment completed reached 508.652 billion yuan, accounting for 68.73% of the annual plan; 892 new projects were started, accounting for 74.8% of the annual plan; and 197 projects were completed, accounting for 41.3% of the annual plan. A number of landmark and leading major engineering projects are being vigorously advanced, providing strong momentum for promoting high-quality development and getting the 14th Five-Year Plan off to a good start.

Steady Progress in the "Four News" and "Four Modernizations"
Buildings 2, 3, 4 and 5 have completed main structure and decoration work; buildings 8, 9 and 10 have topped out and are undergoing secondary structural construction... Entering the Maijia Industrial Park in Baiyun District, Guiyang City, the site of the Baiyun District Industrial Venture Incubation Industrial Park project is bustling with activity, with building main structures wrapped in green protective netting rising from the ground.
As a major project (continued construction) in Guizhou Province this year, the Baiyun District Industrial Venture Incubation Industrial Park construction project will, through market-oriented and professional operation of the industrial park, focus on the health and medical industry, mid-to-high-end consumer goods manufacturing, advanced equipment manufacturing and new energy industries as its industrial orientation, build a new industrial complex integrating "research-production-city," attract more new industries and innovative enterprises to settle in, achieve integration of "scientific research-production-service," systematize personnel training and enterprise growth, accelerate the development of new industrialization, and promote the transformation and upgrading of the regional economic structure.
"The main part of the first phase of the project has been completed, and finishing work such as landscaping, road cleaning and floor tile laying is currently underway." At the construction site of the Yuping Southwest International Camellia Garden project, workers are seizing fine weather to speed up construction.
The Southwest International Camellia Garden project has a total investment of more than 21 million yuan and is being built in three phases. The first phase started on March 1 this year and covers a boutique camellia tour garden, a flower sea sightseeing garden, a terraced camellia garden, a rare camellia garden, a camellia culture popularization garden and other supporting facilities. It is a key project in Yuping's entire oil camellia industry chain and county-level tourism.
The provincial Party committee and provincial government attach great importance to the implementation of the "Four News" and "Four Modernizations" work, conducting special studies item by item, carrying out investigations one by one, and convening high-level meetings one by one. They have defined specific measures such as the industrial doubling action and "six grasps" for new industrialization, the "five major improvements," "3 million," "three renovations" and "strengthening the provincial capital" for new urbanization, the "three priorities" for agricultural modernization, and the "two major improvements" and "four major actions" for tourism industrialization. At the same time, they have strengthened guarantees for factors such as funds and land use, and vigorously promoted the implementation of "Four Modernizations" projects. From January to August this year, the province's 3,154 major "Four Modernizations" projects completed investment of 406.658 billion yuan, accounting for 69.9% of the annual plan.

Infrastructure Accelerated
Tall tower cranes operate continuously, excavators level sand and gravel, road rollers roll and compact, and large engineering vehicles shuttle back and forth... On November 30, the construction site of the Fengshan Reservoir in Fuquan City was bustling with activity.
"What we see now is the water conservancy project hub bid, that is, the construction site of the 'dam bid.' Since the first batch of roller-compacted concrete was poured for the dam of the Fengshan Reservoir project on November 11, the dam project has fully entered the roller-compacted concrete pouring stage," introduced Lu Tianwen, secretary of the Party branch and director of the Large Engineering Construction Management Department of Guizhou Water Investment (Group) Co., Ltd., and director of the Fengshan Reservoir Project Construction Management Office.
The Fengshan Reservoir project is one of the 172 major water conservancy projects for water conservation and supply in China, a leading project in Guizhou Province's 13th Five-Year Plan for water conservancy planning and construction, and also the first large reservoir project in Qiannan Prefecture. The project has a total investment of 4.54 billion yuan and a total reservoir capacity of 104 million cubic meters. Its tasks are mainly urban and rural domestic and industrial water supply, with power generation also taken into account, and it creates conditions for returning occupied ecological and agricultural irrigation water.
A glimpse reveals the whole picture. Guizhou is coordinating the advancement of the "Six Networks Campaign" and "Two New and One Heavy" project construction, accelerating implementation of the expressway "fill gaps and clear bottlenecks" project, carrying out the "Hundred Reservoirs Campaign," promoting the construction of underground pipe networks and natural gas pipelines, and implementing the three-year action for new infrastructure.
From January to August, the province's major infrastructure projects completed investment of 78.953 billion yuan, accounting for 65.1% of the annual plan. Among them, transportation projects completed investment of 59.8 billion yuan, accounting for 72.9% of the annual plan; 16 projects including the north-south extension line of the Wengma Railway were started, 6 projects including the Duyun-Anshun Expressway were completed and put into use, and 86 projects including the Guiyang-Nanning High-Speed Railway were accelerated. Energy projects completed investment of 3.948 billion yuan, accounting for 37.4% of the annual plan; 19 projects including the Xingren power transmission and transformation project were started, 4 projects including the Suiyang County natural gas pipeline were completed and put into use, and 14 projects including the China-Myanmar No. 45 natural gas branch pipeline project were accelerated. Water conservancy projects completed investment of 9.565 billion yuan, accounting for 50.2% of the annual plan; 25 projects including the Sandu Yazhai Reservoir project were started, 2 projects including the Wangmo Xintun Reservoir project were completed and put into use, and 106 projects including the Fengshan Reservoir project were accelerated.

Livelihood Projects Advanced at Full Speed
In early winter, at the construction site of the Huangjiawan Water Conservancy Hub project in Ziyun, workers are busy welding and laying oil, gas and water pipelines and installing electrical equipment and cable lines.
"Since I can remember, my family has always carried water to drink. What my parents worried about most was not having enough water. There wasn't even enough for people to drink, let alone the crops in the fields," said Guo Jianchao, a villager from Xingfuyuan Village, Baishiyan Township, Ziyun Autonomous County. Seeing the completion date of the Huangjiawan Water Conservancy Hub project getting closer, everyone is delighted.
Ziyun is located in the contiguous rocky desertification area in the hinterland of Mashan, where fields are high and water is low, surface rivers are scarce and underground rivers are hidden, making "engineering-induced water shortage" particularly prominent. Water has long been the hope of local residents.
The Huangjiawan Water Conservancy Hub project is one of the 172 key water conservancy projects during the 13th Five-Year Plan period determined by the State Council. After the project is put into use, it can meet the drinking water needs of 123,000 people in Ziyun Autonomous County and 8 surrounding townships. The average annual water supply can reach 93.21 million cubic meters, irrigation area covers 74,000 mu, and average annual power generation is 56.3 million kWh.
"At present, the reservoir water level has risen to 1,046.5 meters, all concrete for the powerhouse behind the dam has been poured, No. 1 hydro-generator unit has been installed and entered the commissioning stage, and No. 2 and No. 3 units are undergoing governor installation. Overall installation work is 90% complete, and the first unit is planned to be ready for power generation by the end of this year," said Zhou Jie, head of the Operation Management Office of Huangjiawan Company.
Guizhou has always adhered to the principle of "acting according to capacity and doing its best" to shore up weaknesses, strengthen areas of weakness, improve quality and benefit the people, striving to do practical things and solve difficulties for the masses, and accelerating the resolution of a number of urgent, difficult, worrying and hopeful issues concerning people's livelihood and connecting with people's hearts.
From January to August, major livelihood projects completed investment of 23.041 billion yuan, accounting for 61.9% of the annual plan. Among them, education projects completed investment of 12.129 billion yuan, accounting for 66.3% of the annual plan; 39 projects including Guizhou Data Vocational College were started, 8 projects including the Xingyi No. 8 Middle School comprehensive building were completed and put into use, and 73 projects including the Panzhou Lianghe Education Park were accelerated. Medical and health projects completed investment of 9.202 billion yuan, accounting for 61.3% of the annual plan; 25 projects including the Guiyang Economic Development Zone Hospital were started, 6 projects including Gui'an Hospital (Phase I) were completed and put into use, and 59 projects including Moutai Hospital were accelerated.
