Recently, at a press conference held by the Municipal Government Information Office, it was learned that since the beginning of this year, the urban management and comprehensive law enforcement department of Tangshan City has adhered to the "33458" work approach, focused on the "one port, two cities" development strategy, taken high-quality development as the theme, comprehensively focused on organic urban renewal, vigorously implemented urban infrastructure projects, fully met the living needs of the people, and made urban development warmer and people's happiness more tangible. In 2021, the city advanced a total of 74 urban infrastructure projects, with a total investment of 7.089 billion yuan, and planned to complete 2.896 billion yuan of investment during the year.

The urban traffic road network system has been continuously improved. The new construction project of Longhua East Road was fully opened to traffic, the Xinhua Road maintenance and upgrading project was completed and put into use, and the municipal infrastructure projects in the High-tech Zone were basically completed. The Chaoyang Road and Wenhua Road reconstruction projects started construction. The upgrading projects for 22 dead-end roads and 6 bottleneck roads in the city were fully launched and are being accelerated; 5 are expected to be completed and 5 started before the end of the year. With the opening of dead-end roads, the connectivity and accessibility of the urban road network will be further improved. The Tangfeng Road reconstruction project, with a total investment of 1.55 billion yuan, is under urgent construction and is expected to be completed in the main works before the end of the year. After the project opens to traffic, it will effectively ease traffic pressure in the urban area and gather popularity and inject new vitality into the development and construction of the Tangshan New City area.

Notable results have been achieved in the construction of underground pipeline network facilities. The task of renovating 87.1 kilometers of combined rainwater and sewage pipeline networks across the city was completed, the provincial livelihood project target was achieved ahead of schedule, and the main municipal pipeline networks in the built-up areas of the city and counties all achieved rainwater and sewage separation, comprehensively improving the urban water environment and living environment. The rainwater pipeline on Kaiyue Road and the sewage pipeline on the main road of Jianhua Road (Hedong Road–Phoenix Flowers) were fully connected and put into use. The drainage pipeline network renovation project on Jianshe Road and the rainwater pipeline network renovation project on Longfu South Road (Gongnong Road–Hexi Road) are being accelerated. The urban water supply guarantee project is being fully implemented; at present, the Fengnan District water transmission and distribution connection project has been fully completed and smoothly connected to water supply. The water transmission pipeline construction projects of Qingnan Water Plant and Dahongqiao Water Plant have been completed, the water supply pipeline networks in old residential areas and old municipal water supply pipeline networks are being urgently renovated, and the expansion project of Qingnan Water Plant is expected to complete the main works before the end of the year.

Public parking facilities have been effectively supplied. By coordinating above-ground and underground space, making full use of idle corner land in the city, and focusing on areas around schools, hospitals, and communities, parking resources have been deeply tapped and new public parking facilities have been laid out. It is expected that 17,036 new urban public parking spaces will be added, accounting for 121.6% of the provincial target (the provincial target is 14,000). As of now, 64 parking lots have been built and 16,189 parking spaces added, completing 115.2% of the task assigned by the province; 12 parking facility projects are under construction, with 2,075 parking spaces under construction; 1 parking facility project (50 parking spaces) is in the bidding stage and is expected to be fully completed in early December. The pace of filling the shortcomings of urban public parking facilities has been further accelerated, effectively alleviating the urban "parking difficulty" problem.

The construction of waste treatment facilities has been continuously improved. The level of reduction, resource utilization, and harmless treatment of domestic waste has been continuously improved. All 8 waste incineration projects in the city have been fully completed and put into operation, the waste incineration treatment capacity has reached 6,650 tons/day, raw waste in urban areas is subject to "zero landfill," and the goal of basically achieving full coverage of coordinated urban and rural waste incineration treatment capacity has been achieved. In 2021, the Guyeye District domestic waste incineration power generation project was fully launched; foundation construction has now been completed, meeting the progress requirements of the provincial task. The achievements of waste sorting have been continuously deepened and consolidated, and the creation of demonstration subdistricts and public institution waste sorting demonstration areas in 11 districts and 3 coastal counties of the city has been promoted to high standards. More than 600 centralized drop-off points have been completed in total, and the construction of temporary hazardous waste storage points and renewable resource sorting centers is being advanced in an orderly manner.

The construction of sewage treatment facilities has improved in quality and efficiency. The Xijiao and Dongbeijiao sewage treatment plant projects are being fully advanced, with construction progress reaching 84.1% and 86.5% respectively. After the projects are completed, Tangshan will become the first city in the province where sewage disposal and discharge reach Class IV standards. In addition, since the beginning of this year, the reclaimed water sector has been vigorously developed, with 300,000 yuan invested to install 6 sets of intelligent water intake hydrants, providing facility support for reclaimed water used for urban greening and road spraying, and 8.3 kilometers of reclaimed water transmission pipeline network has been built in conjunction with the Tangfeng Road reconstruction. From January to October, 21.33 million tons of reclaimed water were supplied, completing 85.3% of the annual target. The achievements of sludge incineration have been continuously consolidated, sludge disposal has operated stably, a total of 180,000 tons of sludge has been disposed of, and the harmless and resource utilization disposal rate is 100%.

The pace of urban landscaping construction has accelerated. From January to October, the city completed the construction and renovation of 122 park green spaces in total, of which 102 were over 1,000 square meters, accounting for 122% and 204% of the provincial targets respectively. People's Park and Labor Park in the central urban area were fully completed and opened to the public, the repair project of Fenghuang Pavilion on Fenghuang Mountain, which has attracted much public attention, was completed, and 11 of the 14 small gardens and pocket parks in the central area have been completed, with all expected to be completed before the end of November. The reconstruction project of the Monument Square and Dazhao Park and the Shuangyong Park project are being urgently advanced. With the completion of a large number of urban parks and gardens, the overall green volume and ecological landscape effect of Tangshan will be greatly improved.

A responsible comrade of the municipal urban management and comprehensive law enforcement department introduced that, next, the department will fully implement the decisions and arrangements of the province and city, take the modernization of the urban governance system and governance capacity as the main line, and plan 86 urban infrastructure projects for 2022, with a total investment of 7.727 billion yuan. It plans to open 22 dead-end roads and widen 22 bottleneck roads, maintain and upgrade 10 municipal roads, build and renovate 11 bridges over the Douhe River, and comprehensively upgrade Dachengshan Park, Fengxiang Park, Douhe Belt Park, and the water bodies and landscapes of some parks. It will thoroughly renovate 25 old water supply pipeline networks in the central area, 14 municipal rainwater pipelines, and secondary water supply pump rooms in old residential areas, comprehensively promote organic urban renewal, strive for greater breakthroughs, comprehensively improve the level of urban management, strive for higher quality, comprehensively strengthen the ability to serve and guarantee people's livelihood, and strive for more results.
