Since September this year, the Shijiazhuang Municipal Administrative Approval Bureau in Hebei Province has aimed to facilitate convenience for the public and benefit enterprises, improve speed and efficiency, and promote early project implementation, early construction, and early results. It has optimized approval processes, unified approval levels, reduced items, compressed time limits, consolidated procedures, and lowered costs, implementing "one-stop" services for the entire process of engineering construction projects, further accelerating the reform of the engineering construction project approval system.

Relying on the Shijiazhuang Engineering Construction Project Approval Supervision and Management System, the Shijiazhuang Municipal Administrative Approval Bureau has unified the approval level for engineering construction projects in the four main urban districts. On the basis of merging four matters—engineering quality supervision filing, work safety supervision registration, civil air defense engineering quality supervision filing, and construction permit issuance—into one process, it has implemented the issuance of construction permits based on commitments for engineering quality (including civil air defense) and safety supervision. The issuance of construction permits has been reduced from the statutory time limit of 7 days and the committed time limit of 3 days to an actual certificate issuance time of 1 day. This reform measure has greatly shortened the construction preparation period for project units.

A relevant official from the Shijiazhuang Municipal Administrative Approval Bureau introduced that previously, handling engineering quality (including civil air defense) and safety supervision filing (registration) required the submission of 21 basic materials and 46 sub-item materials, as well as necessity review, verification, and other procedures. The materials were about one chi thick, and the preparation and review time totaled about 30 days. Now, only one standardized commitment filing (registration) form needs to be submitted, and it can be completed in 1 day. Project units do not need to submit other materials, and no substantive review is conducted. Relevant departments issue completion documents within 1 day based on the commitment content. After the permit is completed, the approval department, in accordance with the established approval-supervision interaction mechanism, transmits information to the supervision department and proactively provides services to intervene in supervision. Approval efficiency has been greatly improved, and Shijiazhuang has become the first city in Hebei Province to implement construction permits based on commitments for engineering quality and safety supervision.

It is understood that over the more than two years since the reform of the engineering construction project approval system in Shijiazhuang, the city has continuously introduced innovations and reform measures. Through simplification, merger, compression, optimization, and the implementation of the commitment system, it has scientifically and reasonably formulated approval processes, significantly improving the speed and efficiency of engineering project approval.
