At a recent press conference held by the Information Office of the Liaoning Provincial People's Government, it was announced that under the coordinated leadership of the Digital Liaoning Construction Leading Group, all regions and departments have planned a batch of key projects, adhered to a battle-map approach, and advanced implementation in a project-based and list-based manner. At present, 491 key projects for advancement have been preliminarily identified.

In recent years, the CPC Liaoning Provincial Committee and the Provincial Government have proposed building a "Digital Liaoning and a Strong Province in Intelligent Manufacturing" during the 14th Five-Year Plan period, giving full play to the amplifying, overlapping, and multiplying effects of data as a key production factor, creating a convenient, efficient, fair-competition, stable, and transparent business environment, and injecting new momentum into accelerating Liaoning's "digital transformation," seizing the initiative in a new round of development, and promoting high-quality development in all respects.

Luan Hua introduced that Liaoning Province takes reform as a breakthrough point to build new advantages in systems and mechanisms; uses planning to guide long-term development and continuously improves the guarantee system; clarifies the goals of digital government construction and builds an integrated overall architecture for a digital government; and carefully plans a batch of projects to strengthen organizational implementation and promote practical results.

Among them, under the coordinated leadership of the Digital Liaoning Construction Leading Group, all regions and departments have planned a batch of key projects, adhered to a battle-map approach, and advanced implementation in a project-based and list-based manner. At present, 491 key projects for advancement have been preliminarily identified. Among them, there are 17 new infrastructure projects, 36 digital government projects, 118 digital industry projects, and 220 industrial digitalization projects.

First, build a new digital infrastructure system featuring ubiquitous perception, high-speed connectivity, efficient collaboration, intelligent integration, and green security, and consolidate the "foundation" for digital development. A census of government informatization construction was carried out, and the province's baseline and main existing problems were identified. The construction of the province's government affairs data centers is coordinated and advanced according to the "1+N" model. The "Xinghuo Chain Network" super node has landed in Shenyang. The province now has 19 secondary nodes for industrial internet identification and resolution. Nearly 70,000 enterprises in Liaoning Province have moved to the cloud.

Second, strengthen the integrated, shared, and applied use of data, establish a coordination mechanism for government data sharing, organize all regions and departments to compile catalogs of government data demand and supply, and promote the cross-departmental, cross-level, and cross-regional aggregation, integration, and in-depth utilization of data. At present, the provincial and municipal government data resource sharing and exchange platforms have collected a total of 15.151 billion pieces of data from all regions and departments, with a total capacity of 67.62 TB.

Third, strengthen the construction of a digital society. Carry out the province's first batch of pilot projects for new-type smart city construction, with the first batch intended to support 5 cities and 8 counties (cities and districts) in building new-type smart cities. Create the first batch of provincial-level digital transformation promotion centers. Hold the first "Xingliao Cup" 5G Application Scenario Competition.

Fourth, accelerate the digital transformation of industries. Deepen the application of a new generation of information technology in industries such as steel, petrochemicals, equipment manufacturing, and agricultural machinery. Organize a series of digital transformation matchmaking activities, facilitate more than 200 on-site matchmaking sessions for enterprises, and collect and summarize more than 100 typical cases of digital transformation.

Fifth, advance digital industrialization. Formulate supporting funding policies for integrated circuit enterprises undertaking major national projects, strive to make breakthroughs in a number of key core technologies, promote the transfer and transformation of scientific and technological achievements, and achieve a combination of introduction and cultivation to expand the integrated circuit industry. Up to now, sales of complete equipment have exceeded 100 units (sets), and more than 30 related patents have been applied for. Vigorously cultivate the information technology application innovation industry. More than 20 enterprises have settled in the Liaoning Information Technology Application Innovation Industrial Park, and the Kunpeng Eco-Innovation Center has gathered 122 ecological partners, further improving the digital ecosystem.

Luan Hua stated that next, under the coordinated leadership of the Digital Liaoning Construction Leading Group, Liaoning will advance government digital transformation in a broader scope, at a higher level, and to a deeper extent, give full play to Liaoning's scenario resource advantages in industrial digitalization and data resource advantages in digital industrialization, promote the province's business environment construction to a new level, and push the construction of "Digital Liaoning and a Strong Province in Intelligent Manufacturing" to continuously achieve new breakthroughs and new results.
