On September 22, 2021, Dalian, Liaoning Province held its third-quarter major project signing and centralized groundbreaking event, with the Heping Bay Collaborative Innovation Zone as the main venue and simultaneous events in 9 locations. According to reports, Dalian signed 122 projects on a centralized basis, with total investment of 150 billion yuan; and broke ground on 257 projects on a centralized basis, with total investment of 91.01 billion yuan.

It is reported that in the third quarter, Dalian signed a total of 320 projects with planned total investment of 298.06 billion yuan, of which 122 projects were signed on a centralized basis this time, with total investment of 150 billion yuan. These projects have good investment and development prospects and are widely distributed across industries, covering multiple fields such as artificial intelligence, high-end manufacturing, cultural tourism, science and innovation digital sectors, urban renewal, and industry-city integration. Among the centrally signed projects, there are 69 industrial and high-tech industrial projects with total investment of 65.77 billion yuan, 34 modern service industry projects with total investment of 34.16 billion yuan, 11 urban renewal and public service projects with total investment of 42.11 billion yuan, and 8 real estate projects with total investment of 8 billion yuan. In terms of investment scale, there are 4 projects of more than 10 billion yuan with total investment of 70.5 billion yuan, 6 projects of 5-10 billion yuan with total investment of 36 billion yuan, 17 projects of 1-5 billion yuan with total investment of 28.2 billion yuan, and 95 projects of less than 1 billion yuan with total investment of 15.34 billion yuan.

Among the 257 centrally started construction projects, 122 are industrial empowerment projects with total investment of 39.14 billion yuan; 82 are urban construction quality improvement projects with total investment of 13.25 billion yuan; and 20 are public service quality sharing projects with total investment of 2.74 billion yuan. The centrally started projects show characteristics such as strong momentum in newly started projects, further optimization of the project investment structure, and further enhancement of the leading and driving role of Jinpu New Area. The number of newly started projects in Dalian in the third quarter increased by 153 compared with the same period in 2020, among which the number of newly started projects of more than 100 million yuan increased by 64. The number of newly started industrial projects increased by 1.3 times year on year, and once completed and put into operation, they will provide effective support for promoting Dalian's industrial quality improvement and upgrading and high-quality development. Jinpu New Area started 71 new projects in the third quarter, accounting for nearly 30% of Dalian's started projects. As a national-level new area, its leading and driving role is clearly evident.

According to reports, since 2021, Dalian's project construction has been stable and improving, better than expected, and the number of started and resumed projects and completed investment have maintained steady growth. From January to August, Dalian started and resumed a total of 1,244 projects with total investment of more than 5 million yuan, a year-on-year increase of 19.5%, with total investment of 911.49 billion yuan, a year-on-year increase of 12.9%.
