Recently, the Municipal Natural Resources and Planning Bureau, together with the Municipal Administrative Approval Service Bureau, the Municipal Finance Bureau, the Municipal Housing and Urban-Rural Development Bureau, and the Municipal Civil Air Defense Office, jointly issued the "Qingdao Implementation Plan for the Full-Process 'Multi-Measurement in One' Reform of Engineering Construction Projects" (hereinafter referred to as the "Plan"). This is one of the powerful measures taken by Qingdao to comprehensively deepen the reform of "streamlining administration, delegating powers, improving regulation, and optimizing services" and to optimize the business environment. It effectively resolves the bottlenecks, pain points, and difficulties related to surveying and mapping work in the field of administrative approval for engineering construction projects, and presses the "fast-forward button" for engineering construction project approval.
According to the relevant person in charge of the Municipal Natural Resources and Planning Bureau, the full-process "Multi-Measurement in One" reform of engineering construction projects implements the "four unifications," breaks down barriers between government departments, avoids duplicate surveying and mapping and multi-department surveying and mapping, significantly reduces work procedures, and lowers enterprise costs.
Surveying and mapping matters are uniformly integrated, consolidating the 15 surveying and mapping matters involved in all stages of the full process of engineering construction projects—land use, planning, construction, acceptance, and real estate registration—into 3 comprehensive surveying and mapping matters; technical achievement standards are uniformly established, reconstructing the specific technical requirements for each comprehensive surveying and mapping matter; a unified "Multi-Measurement in One" business system is built, realizing online circulation, review, and sharing of surveying and mapping results; a unified service process for intermediary agencies in the "Multi-Measurement in One" category is established, realizing that the same comprehensive surveying and mapping matter and the same subject matter are surveyed only once, and the same surveying and mapping results are submitted only once, with sharing of surveying and mapping results and mutual recognition of results throughout the full process of engineering construction projects.
The "Plan" also includes the full-process surveying and mapping matters involved in planning line verification measurement, completion planning survey and inspection surveying and mapping, and approval of simple low-risk projects invested by social capital (including small and micro enterprise investment) in the "Multi-Measurement in One" reform within the scope of government purchase of services, reducing the burden on enterprises. It is understood that after the implementation of the full-process "Multi-Measurement in One" for engineering construction projects, the total time for various surveying and mapping tasks can be reduced by about one-third, and comprehensive surveying and mapping costs can be reduced by more than 20%.
The "Plan" will be officially implemented on October 1, 2021.
