On August 3, the Chongqing Municipal Government website published the full text of the "Chongqing Municipal 14th Five-Year Plan for High-Quality Development of the Manufacturing Industry (2021-2025)" (hereinafter referred to as the "Plan"), recently issued by the municipal government.

The Plan proposes that by 2025, the city's industrial output value above designated size will reach 3 trillion yuan, with an average annual growth rate of 6%, including strategic emerging industries accounting for 35%, high-tech industries accounting for 32% of output value, industrial added value reaching 900 billion yuan, industrial added value accounting for about 30% of regional GDP, software business revenue reaching 500 billion yuan, and multiple other targets.

Seizing the Strategic Decisive Period

Manufacturing Development to Focus on Four Priorities

The Plan points out that the next 5 to 15 years will be a strategic decisive period for Chongqing's manufacturing industry to cross thresholds, cultivate advantages, and reach new levels. To this end, the Plan proposes that the city's manufacturing development will focus on four strategic priorities:

Cultivate and build industrial clusters with international competitiveness. Cultivate and build industrial clusters including trillion-level electronic information, 500-billion-level automobiles, 300-billion-level equipment, 600-billion-level materials, 500-billion-level specialty consumer goods, and 100-billion-level biomedicine.

Enhance the overall efficiency of manufacturing innovation. Strengthen the core role of innovation in the high-quality development of manufacturing and the principal position of enterprises in innovation, allocate innovation chains around industrial chains, and improve the manufacturing R&D and innovation system.

Improve industrial foundational capabilities and the modernization level of industrial and supply chains. Implement projects to rebuild industrial foundations and modernize industrial and supply chains, coordinate efforts to strengthen strengths and shore up weaknesses, continuously extend and reinforce chains, fully guarantee supply chain stability, and improve the resilience and rootedness of industrial and supply chains.

Promote the intelligent, green, and humanistic transformation and development of manufacturing. Deepen the penetration of new-generation information technology, enhance the digitalization, networking, and intelligence level of manufacturing; accelerate the construction of green factories and green parks, actively develop green products and green supply chains; give greater prominence to the role of people, promote greater worker participation in the design and deployment of manufacturing technologies, strengthen the training and upgrading of workers' skills such as human-machine collaboration, and achieve mutual promotion between high-quality manufacturing development and the all-round development of people.

Enhancing the Competitiveness of Pillar Industries

Cultivating Six Types of Strategic Emerging Industrial Clusters and Planning a Batch of Future Industries

The Plan proposes that Chongqing will continuously enhance the international competitiveness of pillar industries such as electronics and automobiles/motorcycles, specifically including:

In the electronics industry, accelerate the improvement of local R&D systems and enhance the local supporting level of intelligent terminal products; in the automobile and motorcycle industry, accelerate the development of new models, improve the local supporting system for key components, and reshape the competitive advantage of China's famous automobile and motorcycle city; in the equipment manufacturing industry, implement the "complete machine and components" dual improvement action, consolidate the position of the global general machinery production base, and build a nationally important mountain and hilly agricultural machinery industry base and a leading elevator and construction machinery industry base in western China; in the consumer goods industry, deepen the integrated development of the consumer goods industry with cultural tourism and commerce, and cultivate specialty consumer goods industrial clusters with international competitiveness; in the raw materials industry, accelerate structural adjustment and new product development, and build a nationally influential green building materials and natural gas chemical industry base.

According to the Plan, during the 14th Five-Year Plan period, in terms of industrial development direction, the city's manufacturing industry will focus on building a batch of strategic emerging industrial clusters with national influence, involving six categories of industries: new-generation information technology, new energy and intelligent connected vehicles, high-end equipment, new materials, biotechnology, and green environmental protection.

Among them, in new-generation information technology, Chongqing will meet the construction needs of a "smart manufacturing powerhouse" and "smart city," and build a nationally important power semiconductor device, flexible ultra-high-definition display, new intelligent terminal, advanced sensor and intelligent instrument, and cybersecurity industry base, as well as a famous Chinese software city.

In new energy and intelligent connected vehicles, Chongqing will leverage its comprehensive advantages in fuel vehicle production capacity, component supporting systems, and integrated circuit ecosystems, promote the deep integration of new energy vehicles with information and communications, energy, and transportation, and build a domestically leading power battery industry base, a hydrogen fuel cell application demonstration base, and a domestically advanced automotive electronics industry base.

In high-end equipment, Chongqing will promote the embedding of components such as sensors and communication modules in complete machines and the application of new materials such as non-ferrous alloys and synthetic materials, and build a nationally important base for mid-to-high-end CNC machine tools, urban rail transit vehicles, and new energy equipment, as well as a leading industrial robot and additive manufacturing equipment industry base in western China.

In new materials, Chongqing will meet the urgent needs of industrial development and major engineering construction, build internationally competitive polyamide materials and polyurethane materials industry bases and nationally important advanced non-ferrous alloy materials and glass fiber and composite materials industry bases.

In biotechnology, Chongqing will meet the needs of major disease discovery and residents' health management, accelerate the market launch of biological drugs, promote the upgrading and development of medical devices, chemical drug APIs and preparations, and modern traditional Chinese medicine, and build a domestically first-class biomedical industry cluster.

In green environmental protection, Chongqing will meet the urgent requirements of "carbon peaking and carbon neutrality" and ecological civilization construction, enrich the variety of technical equipment in energy conservation, environmental protection, and new energy fields, expand the scale of resource comprehensive utilization industries such as renewable resources and remanufacturing, and build a nationally important industrial base for energy conservation and environmental protection, renewable resources, hydrogen energy, and energy storage.

The Plan also proposes that during the 14th Five-Year Plan period, Chongqing will strengthen forward-looking planning for future industries such as aerospace, gene technology, future materials, and optoelectronics, and by leveraging existing technological advantages, form a batch of innovative achievements and promote the leapfrog development of a batch of future industries.

Clarifying Tasks to Ensure Implementation Results

Implementing Eight Tasks and Eight Safeguard Measures

The Plan proposes that to promote the high-quality development of the city's manufacturing industry, Chongqing will implement eight tasks. The first is to improve industrial innovation capacity, including strengthening breakthroughs in key core technologies, strengthening the construction of high-level common technology platforms, enhancing enterprises' technological innovation capacity, developing new types of R&D institutions, promoting mutual reinforcement between new application scenarios and new products, accelerating the development of industrial design, deepening institutional and enterprise management innovation, and improving industrial foundational capabilities and the modernization level of industrial and supply chains.

In addition, the other seven tasks are: improving industrial foundational capabilities and the modernization level of industrial and supply chains, deepening the digital transformation and service-oriented extension of manufacturing, improving the green manufacturing system, cultivating high-quality market entities, strengthening quality and brand building, promoting the development of distinctive park clusters and regional coordination.

To ensure the above implementation results, the Plan also specifically proposes eight safeguard measures, including strengthening organizational leadership, deepening reform in the manufacturing sector, expanding opening-up and cooperation in manufacturing, reducing manufacturing costs, increasing the supply of high-quality talent, optimizing the industrial policy system, improving operation scheduling and enterprise services, and strengthening industrial safety production guarantees.
