Since the beginning of this year, Weinan has taken the "Project Construction Breakthrough Year" as its focus, fully implementing a series of measures such as "one groundbreaking per month, one inspection per month," releasing a strong signal across the city to vigorously pursue high-quality project construction and creating a strong atmosphere of vigorously pursuing projects, investment promotion, bottleneck resolution, and environmental improvement.
In the first half of the year, Weinan's total industrial output value above designated size reached 119.602 billion yuan, up 29.6%; the added value of industries above designated size grew 16.8%. Of the 527 key construction projects arranged for 2021, 454 have started or resumed construction, completing an investment of 55.16 billion yuan, accounting for 52% of the annual plan and achieving the "double over half" target.

New materials industry flourishes
On July 21, in the Huazhou District Industrial Park, the project invested by Palson Environmental Protection Technology Co., Ltd. with 390 million yuan to build an annual processing capacity of 35,000 tons of waste lithium batteries, end-of-life vehicles, and household appliances for resource utilization and comprehensive hazardous waste disposal has now gradually gone into production.
"We group and weld modules from battery cells suitable for cascade utilization, assembling them into PACK products that can be sold directly; we physically crush scrapped battery cells, collect electrolyte, extract black mass, and screen copper, aluminum, and iron; and we harmlessly treat exhaust gas, truly achieving zero pollution and zero emissions in battery resource recovery," said Zheng Cheng, supervisor of the cascade utilization workshop at Palson Environmental Protection Technology Co., Ltd.
At the same time, the Amer International New Materials Nano Valley Industrial Park project in the Dali Economic and Technological Development Zone is proceeding methodically. Once completed, the project will form a nano metal powder industry chain and strive to build a high-tech industrial park integrating five industrial functional sectors: electronic chips and microcircuits, conductive ink, conductive paste, conductive adhesive, lubricating grease, and aerospace.
In Weinan, the new materials industry is flourishing. At present, more than 140 industrial enterprises above designated size have been formed, represented by companies such as Hongma Technology, Jutai New Materials, and Tongyong Nano, with an annual output value of about 34 billion yuan, focusing on nano metal materials, polymer composite materials, additive new materials, and new energy power cathode and anode materials.
"To enhance the technological content of new materials enterprises and strengthen upstream and downstream links among enterprises, we will accelerate the construction of the Nano Valley Industrial Park. Relying on the Fuyan Industrial Cooperation Park, we will focus on developing aviation aluminum materials; targeting fields such as photovoltaics and electronic components, we will focus on developing electronic-grade silicon materials, flat panel display materials, electronic pastes, OLED high-purity organic materials, and other special electronic materials; and for the new carbon materials field, we will focus on developing large-scale preparation technology for ultra-high-power electrode materials, striving to exceed 100 billion yuan in new materials industry chain output value by 2025," said Liu Kai, member of the Standing Committee of the Weinan Municipal Party Committee and vice mayor.

Equipment manufacturing industry upgraded
In midsummer, the DAGANG Holding Weinan Headquarters Base project in the Weinan High-tech Zone is under vigorous construction. With a total investment of 1.95 billion yuan, the project is mainly engaged in the R&D and production of highway construction and maintenance equipment. After the headquarters base is completed, it will apply the latest digital technology to build an integrated headquarters base combining road machinery parts manufacturing, complete machine production, and maintenance and operation, achieving deep integration of "manufacturing + services."
"After the project entered the zone, the High-tech Zone established a coordination and leadership group for the DAGANG Holding Weinan Headquarters Base project, with the main leaders of the High-tech Zone Management Committee taking direct responsibility, and relevant functional departments proactively providing door-to-door services and deeply participating in every stage of project advancement," said Yang Xiaogang, head of the DAGANG Holding Weinan Headquarters Base project.
In equipment manufacturing, Weinan has more than 70 industrial enterprises above designated size, represented by companies such as MCC Shaanxi Heavy Equipment, Beiren Printing Machinery, Zizhao Equipment, and Western Heavy Industry, with an annual output value of nearly 20 billion yuan. In June this year, the China Great Wall Intelligent Manufacturing Industrial Base went into production in Hancheng. The entire line adopts China Great Wall's independent innovation technology and has an industrial control system with independent intellectual property rights. It is Weinan's first fully domestically produced, independently secure computer production line, solving the autonomous security problem of industrial control systems for domestic desktop computers, all-in-one computers, laptops, and digital terminal product production lines. This marks that Weinan's equipment manufacturing industry is advancing toward intelligence and high-end development.
"Next, we will highlight extending, supplementing, and strengthening the chain, support equipment manufacturing enterprises in strengthening industry-university-research cooperation with research institutes, and concentrate on breakthroughs in core key technologies such as automatic control and system integration. At the same time, we will accelerate the industrialized application of additive manufacturing in fields such as aerospace, mold manufacturing, medical devices, industrial design, and education and training, striving to exceed 50 billion yuan in equipment manufacturing industry chain output value by 2025," said Li Junzheng, vice mayor of Weinan.

Biomedicine industry gains momentum
On July 21, entering Shaanxi Microbe Biotechnology Co., Ltd. in the Pucheng High-tech Zone, staff in the laboratory were working meticulously. Through the microscope, the reporter saw clusters of chain-like, filamentous, and网状 cells. Picking up a small slice, the staff member introduced: "These inconspicuous 'little guys' are the 'raw materials' for our biological pesticide production."
Microbe Biotechnology Co., Ltd. is a national high-tech enterprise specializing in the R&D, production, and sales of biological pesticide technical materials and biopharmaceutical intermediates. It has developed more than 50 types of biological pesticide technical materials and formulations, such as kasugamycin and polyoxin, which are exported to more than 30 countries and regions including Japan and South Korea. To further expand the enterprise scale, Microbe invested 246 million yuan to implement the third-phase construction project of 1,000 tons of kasugamycin technical material. After the project goes into production this year, it can achieve an annual output value of 300 million yuan, with an average annual output value per mu of 4.11 million yuan, average tax revenue per mu of 400,000 yuan, and 80 new jobs.
Biomedicine is an emerging industry in Weinan. There are 16 industrial enterprises above designated size, represented by companies such as Didao Pharmaceutical, Jinqiancheng, Tiandirenhe, Xiyue Pharmaceutical, and Lijun Pharmaceutical, with an annual output value of nearly 3 billion yuan. "In the biomedicine industry, we will focus on important links upstream and downstream of the industry chain, promote the development of pharmaceutical intermediates and formulations, and improve industries such as digital therapeutic equipment, tissue repair and renewable materials, artificial organs and life support equipment, and health monitoring equipment," said Li Junzheng.
