Recently, the General Office of the Sichuan Provincial Government issued the "Implementation Opinions on Seizing Major Opportunities to Promote High-Quality Development of the Rail Transit Industry," proposing to seize opportunities from major railway projects such as the Sichuan-Tibet Railway to strengthen, extend, and complete the rail transit industrial chain. During the 14th Five-Year Plan period, Sichuan will begin construction on more than 10 key projects, including the Chengdu-Chongqing Middle Line High-Speed Railway. According to preliminary estimates, over the next 10 years, Sichuan's key rail transit projects will involve total investment exceeding 1.1 trillion yuan, with equipment demand exceeding 300 billion yuan and building materials demand exceeding 200 billion yuan.

At present, key projects such as the Sichuan-Tibet Railway, the Xining-Chengdu Railway, and the Chengdu-Dazhou-Wanzhou High-Speed Railway are being accelerated. By 2025, Sichuan will strive to complete a number of key distinctive parks in the rail transit field, including the Sichuan-Tibet Railway Technology Innovation Achievement Transformation Base, the Operation and Maintenance Support Base, and the New System Rail Transit Industrial Base, with operating revenue from the rail transit manufacturing industry reaching 200 billion yuan.

Sichuan will seize opportunities from major engineering construction, be market-oriented, take enterprises as the main body, and use innovation as the driving force to achieve breakthroughs in key core technologies such as rail transit equipment, construction equipment, and operation and maintenance equipment. It aims to complete a full industrial chain system for rail transit integrating scientific and technological research and development, survey and design, engineering construction, equipment manufacturing, and operation and maintenance by 2030. The development of major technical equipment, digital construction equipment, new materials, and industrial control software required for railway engineering construction will reach the national advanced level, making Sichuan a new highland for the development of the rail transit equipment manufacturing and new materials industries in western China.

Sichuan will also build a number of national-level innovation centers, engineering (technology) research centers, key laboratories, and enterprise technology centers in the rail transit field. Guided by the needs of major railway engineering construction, it will organize and implement major science and technology special projects for the construction of the Sichuan-Tibet Railway to achieve breakthroughs in key core technologies.
