The highly anticipated Baogong Avenue Elevated Road, Susong Road Elevated Road, and the southern extension of the Jinzhai Road Elevated Road will all break ground within this year. On July 12, the Hefei Urban and Rural Construction Bureau announced that as of the end of June, the city had 822 major construction projects underway, with cumulative investment of 29.6 billion yuan. As planned, a large number of construction projects, including the Second Ring Road Unclogging Project, will see new progress.

Jinzhai Road Elevated Road to Extend South in Second Half of Year

According to statistics, Hefei invested heavily in urban expressway construction in the first half of this year. Among the projects, the main structure and ancillary works of the Second Ring Road North Ring (8.5 km) Unclogging Project have been fully completed, and ground-level side roads and ancillary facilities are under construction; the main elevated bridge of the Second Ring Road Southwest Ring (5.7 km) Unclogging Project has been fully joined; the Huaihai Avenue (5.3 km) project is undergoing main structure construction; and the Wenzhong Road (5.4 km) and Langxi Road (4.7 km) projects have started construction.

As planned, the city will build three new elevated roads in the second half of this year. Among them, the Baogong Avenue Elevated Road (13 km) has completed construction bidding and is undergoing pre-construction preparations. Projects including the Jinzhai Road rapid transformation (11.6 km) and the Susong Road rapid transformation (16.6 km) are scheduled to start in the second half of the year.

Regarding the last node project of the Second Ring Road Unclogging Project, which residents closely follow—the Second Ring Road West Ring (Fanwa Road–North Second Ring Road) project—a relevant official from Hefei's construction department said the plan for this node project has been basically determined, and construction will strive to start within this year. It is reported that the project extends from the North Second Ring Road in the north to Fanwa Road in the south, with a total length of 2.9 km and a planned red line width of 70 meters, and is an urban expressway. The project will start the bridge north of Fanwa Road, continuously cross over Gaotanghu Road and Qingxi Road in elevated form, then connect with the Northwest Second Ring Road node, and set up a T-shaped interchange at the Qingxi Road node to achieve rapid transfer with the Qingxi Road Elevated Road.

Main Structure of Xinghua Park Station on Line 5 Capped

In terms of rail transit construction, Hefei currently has 9 subway projects under construction progressing in an orderly manner. As of now, the entire Line 4 has been tunneled through, all 31 stations have been capped, and trains are being tested on the section from Changning Avenue Station to Chengkan Road Station, with trial operation expected by the end of this year. The main structure of Xinghua Park Station on the northern section of Line 5 has just been capped, with only two stations still undergoing main structure construction; the left line of the section from Huangshan Road Station to Yuhuatang Station has been tunneled through, and trial operation is expected next year. In addition, the eastern extension of Line 2 and the southern extension of Line 3 have also entered shield tunneling.

In terms of railway construction, the new Hefei West Station is stepping up excavation and spoil removal; preliminary work is underway for the first section of the Hefei–Xinxiang High-Speed Railway, the Shanghai–Hefei section and the Hefei–Wuhan section of the Shanghai–Chongqing–Chengdu High-Speed Railway. In terms of expressways, the Mingchao Expressway is accelerating subgrade and bridge construction; preliminary work is being accelerated for the S14 Hefei–Zhoukou Expressway, the S11 Chaohu–Huangshan Expressway, and the section from the Beijing–Taipei Expressway to the Lu'an boundary.

Multiple Nodes on Huancheng Road Launch 'Congestion Relief' Surgery

Following the public announcement of the congestion relief plan for the south entrance ramp of the Wulidun Interchange, Hefei's construction department will continue to advance three special initiatives: treating congestion points, connecting dead-end roads, and building public parking lots.

According to the latest construction progress, the intersections of Mingguang Road and Shengli Road, and Shengli Road and Shouchun Road are under construction; construction bidding is being organized for the intersections of Changjiang West Road and West Second Ring Road, and Jinzhai Road and Jixi Road; construction bidding will be organized in the near future for the intersections of Ma'anshan Road and Changjiang Middle Road, Huancheng East Road and Changjiang Middle Road, Huancheng East Road and Huaihe Road, and Huancheng East Road and Shouchun Road.

In terms of connecting dead-end roads, Hefei continued construction on 20 dead-end roads this year. As of now, 7 roads including Hebei Road and Nanping Road have been completed; 13 projects including Woyang Road are under construction. A relevant official from the Hefei Urban and Rural Construction Bureau said the 26 dead-end roads planned for construction this year are progressing as scheduled, among which Huaibei Road and Yixian Road have started construction, Dongfang Avenue and Huanghe Road are undergoing construction bidding, and Qingyuan Road has completed bidding and will start construction soon.

In terms of motor vehicle parking lots, Hefei has built 40,388 parking spaces, including about 37,262 supporting parking spaces and 3,126 public parking spaces. In the second half of this year, a large number of public parking lots, including the Daxing Town Parking Lot and the Fanchang Road Parking Lot, will start construction, including mechanical multi-story parking buildings. In addition, the Xinghua Park Parking Lot and the Wanneng Building Parking Lot are also progressing as planned.

First Underground Interchange in the Province, Deepest Point 26 Meters Below Ground

The Luogang Central Park area has always been a focus of public attention, and the underground interchange within the area is also the first in the province.

'The reason some roads in the Luogang Central Park area adopt an underpass approach is mainly to minimize the impact on the park landscape,' said a relevant official from Hefei's construction department. In order to fully preserve the main runway of Luogang Airport and further improve land use efficiency and optimize spatial layout, Huayuan Avenue (Baohe Avenue–Huizhou Avenue), Dalian Road (Baohe Avenue–Qinghai Road), and Luzhou Avenue (Fanhua Avenue–Jinxiu Avenue) all adopt tunnel boring under the Luogang Ecological Park, as well as pipe-roof jacking construction technology. This is also the first time this technology has been used in the province.

Luzhou Avenue has a total length of 4.5 km, including a 2.6 km tunnel, which is currently the longest municipal tunnel in the province. Huayuan Avenue will intersect with Luzhou Avenue underground, forming the first underground interchange project in the province, with the deepest point reaching 26 meters below ground. As of now, the main tunnel works of Luzhou Avenue, Dalian Road, and Huayuan Avenue are progressing smoothly, and Huayuan Avenue and Dalian Road will be extended westward in the future. The Huanghe Road in the area is scheduled to enter the site in July; the construction unit for Jinxiu Lake Park has entered the site; the construction bidding for the foundation pit support works of the Binhu International Exchange Center project has been completed; and the Garden Expo Park has completed revisions and improvements to its planning scheme, with various special tasks progressing in an orderly manner.

In addition to the Luogang Central Park area, other areas among Hefei's five major zones have also seen new progress. Among them, the Comprehensive Research Facility for Key Systems of Fusion Reactors in the Major Scientific Facility Cluster area is progressing as planned; the G206 connecting line (formerly Sanguocheng Road) (Gucheng Road–Huaihuai Road) is currently undergoing construction of roads, bridges, rainwater and sewage pipes, and storage tanks, while plans for Tangang Road, Gucheng Road, Weiyi Road, Jingsi Road, and Leiyu Road have been determined. The West New City sewage treatment plant in the Western Canal New City has been completed; Zhouweishao Road, Machang Road, and Yanghewan Road have been completed, and 26 roads including Xicheng Avenue are accelerating main structure construction; 4 projects including Xicheng Juyuan and Ziwei Yuan have started construction; the first phase of the Yangtze-to-Huaihe Water Diversion resettlement site is under construction, and construction bidding for the second phase has been completed.

The new campus of Hefei No. 1 High School in the Eastern New Center has started construction; 5 projects including Guangde Road (Heping Road–Leshui Road) and Yueliangwan Road (Longgang Road–Tianmen Mountain Road) have been completed; 3 projects including Dongcheng Xinhai Yuan, the Ershibu River initial rainwater storage project, and the Nanfei River initial rainwater interception and storage project are ahead of schedule; and 10 projects including the Hefei Youth Activity Center are progressing as planned. In the Airport Economic Demonstration Zone, the reclaimed water utilization project of the Changgang Sewage Treatment Plant is undergoing completion acceptance, and the first phase of the Airport Hospital is undergoing main structure construction of the basement; the single buildings of the second phase of the Gaoliu resettlement site and the Changgang residential area have been completed and are undergoing final decoration and outdoor landscaping construction; the third phase of the Gaoliu resettlement site is undergoing main structure construction; and the first phase of Wutong Yuan is undergoing foundation construction.

Hefei Central Library Begins Exterior Renovation

In addition to road traffic and other projects, a large number of public welfare projects in Hefei are also in full swing. Among them, the Hefei Women and Children's Activity Center project is undergoing wall plastering and basement decoration construction, with 70% of the total completed; part of the structure of the Hefei Youth Activity Center project has been capped; and the Hefei Central Library project is undergoing secondary structure, mechanical and electrical, and curtain wall installation construction, with more than 70% of the total completed, and is expected to be completed next year.

In terms of education projects, the Meichonghu Campus construction project of Hefei Preschool Education College is undergoing pile foundation, foundation, and partial basement structure construction; the new teaching building project of Hefei No. 168 High School is undergoing interior and exterior wall plastering construction, with nearly 80% of the total completed; and the individual buildings of the new campus project of Hefei No. 6 High School are undergoing secondary structure and installation construction, with more than 60% of the total completed.
