Since the Qiwu Expressway project entered the second phase of construction, the focus of construction has shifted from subgrade earthwork and substructure to high-pier operations, tunnel excavation, beam production, and bridge deck construction. In line with the management concept of "work point standardization" proposed at the beginning of the project to build a quality project, the Qiwu project has actively implemented the "Seven Ones" construction measures for bridge deck construction, fully achieving a pattern in which progress and work point appearance advance side by side.

First, build a shelter. The entire Qiwu Expressway is located in a tourist area, and many mainline bridges cross local roads, with a large number of pedestrians and vehicles passing underneath every day, especially during peak tourist season when traffic multiplies. To meet construction needs and ensure traffic safety, the Qiwu project has set up protective shelters under all bridges that cross roads along the entire line to catch falling objects from height, and has installed conspicuous warning signs and anti-collision facilities at both ends of the construction area. At the same time, the shelters can be repeatedly dismantled and reinstalled for secondary use, reducing resource waste.

Second, guard a door. Many bridges on the Qiwu Expressway are adjacent to villages. During construction management, it was found that nearby villagers often entered the bridge deck construction site without authorization outside working hours, bringing great difficulty to the project's safety management. For this reason, the project, referring to the tunnel management model, fully implemented bridge deck access control systems, set up safety risk source notification boards at each bridge point, and carried out fully enclosed management of bridge deck construction sites outside working hours, with all personnel required to pass fingerprint identification to enter and exit the construction site.

Third, set up a line. How to standardize the layout of temporary power lines for bridge deck construction has always been one of the issues pondered by project managers. The Qiwu project proposed using a combined "package" of cable supports, insulated hooks, and edge barriers to uniformly arrange lines on one side of the bridge, and introduced aviation plugs and portable distribution boxes to standardize on-site electricity use, making the construction site cleaner and tidier and electrical safety management easier.

Fourth, erect a barrier. Bridge deck construction all involves work at height, with a high safety risk factor. To reduce construction safety risks and improve the safe working environment for work teams, the Qiwu Project Office practiced the construction concept of "permanent-temporary integration," requiring that during bridge deck construction, the edge barriers be fixed together with the permanent guardrail reinforcement every one meter. On the one hand, this ensures the firmness of edge protection; on the other hand, installing the guardrail reinforcement in advance can also serve as a ruler for later guardrail construction, ensuring that the guardrail reinforcement lines are straight.

Fifth, tie a net. Bridge deck construction is work at height and repeatedly crosses existing construction access roads and local roads. Considering factors such as workers' behavioral habits, this invisibly increases the probability of falling objects. For this reason, the Qiwu project implemented a dual protection standard of anti-fall nets plus safety nets to prevent problems before they occur. At the same time, all construction units are required to establish bridge deck protection teams. After each span of beams is erected, personnel are immediately organized to follow up with protection work, carrying out fully enclosed and fully covered protection treatment for all openings on the bridge deck. For parts where protective nets are temporarily removed due to construction needs, bamboo plywood is used to seal the construction openings.

Sixth, introduce a box. In view of the large number of small machines and materials involved in bridge deck construction, workers often discard them at will after use, resulting in falling objects. The Qiwu project requires all participating units to introduce small bridge deck toolboxes to store all tools uniformly, equipped with pulley devices for access at any time, making use safer and more convenient.

Seventh, adjust a slope. During the precast T-beam stage, the construction unit introduced longitudinal slope adjustment bearings for the ends of T-beams, using the adjustment bearings to adjust the slope of the embedded steel plate at the beam bottom and mapping the effect onto the bridge deck to ensure that the actual bridge deck slope matches the design slope. At the same time, after erection, the beams fit tightly with the bearings, avoiding uneven pressure on the bearings and improving their service life.

Implementing the "Seven Ones" construction measures at bridge deck work points has improved quality management, enhanced safety assurance capabilities, raised the safety awareness of construction personnel, and laid a solid foundation for building a "Quality Qiwu."
