Construction is proceeding apace at the B1-h6-2 plot affordable commercial housing project in Haitang District. "At present, the main structure of the project has been built to an average of 5 to 6 floors," said Zhang Xudong, on-site production manager of the First Company of CCCC Fourth Highway Engineering Co., Ltd. Buildings No. 3, 5, and 6 are expected to be topped out by the end of July, while Buildings No. 1 and 2 and the commercial building are expected to be topped out by the end of August.

As one of the affordable commercial housing projects in the first batch of centralized project starts for Hainan Free Trade Port construction projects in 2021, the project is adjacent to the campus of the Sanya School of the High School Affiliated to Renmin University of China to its south, faces water to its north, and is close to the Tengqiao Road urban arterial road to its west, with a total floor area of more than 80,000 square meters. It will build five 12-story residential buildings, one 2-story commercial building, and a one-story basement. Once completed, it will provide 502 housing units and 645 motor vehicle parking spaces.

"The prefabrication rate of this project can reach about 52%, including stair steps, floor slabs, and interior wall partitions, all of which are prefabricated, greatly saving construction time," said Wen Pengling, head of the Sanya working group of Hainan CCCC Haitian Investment Real Estate Development Co., Ltd. The project adopts a shift system, with work starting as early as 6 a.m., the lunch break adjusted to 11 a.m. to 3 p.m., and the end of the workday postponed to 7 p.m., to reduce the impact of high temperatures and the upcoming rainy season. "It is expected to meet completion acceptance conditions by March 2022, half a year ahead of the original schedule."

According to the Sanya Housing Security Management Center, this year Sanya plans to start construction of 10,000 units of affordable commercial housing, divided into 11 projects, of which 6 have been implemented, with about 6,706 housing units planned. Among them, five projects have started construction: the Sanya Panshan Cuidi Project (Phase I), the Vanke Sanya Linchun Affordable Commercial Housing Project, the Bufu Teachers' Housing Project, the Shenhai Science and Technology City Affordable Commercial Housing Project, and the Nanfan Science and Technology City Affordable Commercial Housing Project (Phase I); the Yuechuan area project is in the preliminary review stage of land listing.

"Next, we will carry out the land bidding, auction, and listing work for the remaining five projects, and plan to complete it before August. By the end of October, all 11 projects will have started construction," said Chen Xiaoping, head of the Sanya Housing Security Management Center. The selling price of affordable commercial housing is about 60% of the surrounding housing prices, which will greatly solve the housing difficulties of local residents and introduced talent. At present, Sanya is also stepping up the formulation of management measures for affordable commercial housing, which are planned to be issued in about two months, at which time applications for affordable housing will be carried out according to the construction progress of the housing supply.

It is reported that Sanya's indemnificatory housing is mainly divided into rental public housing (including low-rent housing), sale-type affordable housing and price-capped commercial housing, as well as some resettlement housing. Up to now, 45 various indemnificatory housing construction projects have been implemented, and a total of 43,057 units of various types of indemnificatory housing have started construction. Among them, 41,858 units have been completed. In accordance with the review procedure of "three-level review and two-level public announcement," a total of 40,939 units of indemnificatory housing have been allocated.
