Recently, the "14th Five-Year Plan for the Construction of the Yiwu-Ningbo-Zhoushan Open Corridor in Zhejiang Province" (hereinafter referred to as the "Plan") was issued and implemented. Over the next five years, Zhejiang will invest more than 100 billion yuan annually to implement about 100 major supporting projects, focusing on building six major corridors: comprehensive transportation, modern logistics, two-way trade, digital intelligence, industrial sci-tech innovation, and ecological culture. It will systematically implement ten landmark projects to turn the Yiwu-Ningbo-Zhoushan Open Corridor into an important growth pole for high-quality open development and a strategic open corridor for domestic and international dual circulation with pioneering and demonstration effects.
Zhejiang will highlight the orientation of serving national strategies and the main line of building a digital Yiwu-Ningbo-Zhoushan corridor. Guided by digital reform, led by comprehensive three-dimensional transportation, based on multimodal transport logistics, and supported by high-level open platforms, it will enhance the dual-core hub functions of Ningbo-Zhoushan and Jinhua-Yiwu; give play to the role of Shaoxing as the central node connecting Ningbo and Jinhua and Quzhou as the central city at the border of four provinces; integrate as a whole into the regional integration of the Yangtze River Delta; radiate eastward to the "21st Century Maritime Silk Road" and westward to the Silk Road Economic Belt and the Yangtze River Economic Belt.
The Plan sets clear specific goals: Ningbo Zhoushan Port strives to join the ranks of world-class strong ports, and the Ningbo-Zhoushan ranking in the Xinhua-Baltic International Shipping Centre Index will enter the global top 8; Jinhua-Yiwu Port will become the largest railway international land port and China-Europe freight train distribution hub in the Yangtze River Delta region; over the next five years, 636 kilometers of new railway operating mileage and 250 kilometers of expressway mileage will be added. Zhejiang will further deepen the overall layout of "two cores, one belt, two radiations," strengthen the two major poles of Ningbo-Zhoushan and Jinhua-Yiwu, and jointly build the Yiwu-Ningbo-Zhoushan open economy development belt.
Zhejiang will focus on implementing ten landmark projects, namely the "Sixth Port Area" of Ningbo Zhoushan Port, the Zhoushan River-Sea Intermodal Transport Service Center, the Yiwu-Ningbo-Zhoushan smart logistics system, the Jinhua-Ningbo Railway double-high container demonstration line, the Jinhua railway hub renovation and upgrading project, the westward extension project of the Yiwu-Ningbo-Zhoushan Open Corridor, the National Import Trade Promotion and Innovation Demonstration Zone, the four-province border multimodal transport hub port, the Hengdian Film and Television Cultural Industry Cluster, and the Shaoxing Yiwu-Ningbo-Zhoushan central hub. Among them, the Jinhua-Ningbo Railway double-high container demonstration line strives to be completed and put into operation before 2023, which can reduce container railway transport costs by more than 30 percent and explore the formation of the country's first double-stack high-cube container railway transport standard.
Wang Dongjie, deputy director of the Zhejiang Provincial Department of Transportation, introduced that during the 14th Five-Year Plan period, Zhejiang will focus on building a multi-link composite corridor and accelerate the formation of an axial comprehensive transport corridor with railways and expressways as the backbone and national and provincial roads and high-grade waterways as supplements.
In terms of specific projects, this includes accelerating the construction of the Ningbo-Zhoushan Railway and the Hangzhou-Jinhua-Quzhou Expressway reconstruction and expansion, starting the Ningbo-Jinhua Expressway reconstruction and expansion and the Ningbo section of the Hangzhou-Ningbo Canal project, and deepening preliminary research on the Ningbo-Jinhua-Quzhou-Shangrao Expressway and the Yiwu-Longyou-Qingyuan Expressway; enhancing the capacity of the Ningbo-Zhoushan and Jinhua-Yiwu comprehensive transportation hubs, supporting Ningbo in building an international comprehensive hub city, advancing the construction of the Nantong-Suzhou-Jiaxing-Ningbo Railway, and implementing the Phase IV project of Ningbo Lishe International Airport; building the Yiwu international railway hub station, and advancing the relocation and reconstruction of Yiwu Airport and Quzhou Airport; Ningbo Zhoushan Port will add 40 berths of 10,000-ton class or above, form three container port areas with an annual capacity of 10 million TEUs each, with annual cargo throughput exceeding 1.3 billion tons and annual container throughput exceeding 35 million TEUs; create the "Yixinou" international container train as a golden名片, with more than 3,000 trains operating annually.
