Recently, at the nearly completed Science and Technology City Innovation Base project, high-rises such as the Incubation Center Building, Technology Trading Center Building, and standalone office buildings stand in clusters, becoming a "new landmark" of the Mianyang Science and Technology City New Area. Once the base is put into use, it can accommodate 100 to 200 enterprises and provide employment for 3,000 to 5,000 people.

Behind the accelerated construction of key projects is the determination of departments across the city to firmly grasp the "bull's nose" of project investment, using provincial and municipal key projects as the lever to go all out in promoting investment through projects, setting off a new upsurge in project construction, and pushing key projects to start early, be completed early, go into production early, and achieve results early. Recently, it was learned from the Municipal Development and Reform Commission that from January to May this year, 325 provincial and municipal key projects completed an investment of 27.557 billion yuan, accounting for 45.7% of the annual planned investment, exceeding the time schedule by 4 percentage points.

Recently, the China Science and Technology City (Mianyang) Intelligent Manufacturing Industrial Base Project (Phase I) in Jiangyou is under vigorous construction. After the project reaches full production and operation, it can achieve an annual output value of 500 million yuan.

The 15 billion watt-hour automotive power battery project is Sichuan Province's first 10-billion-watt-hour-class power battery project, with a planned total investment of 16.6 billion yuan, mainly building an annual production line of 15 billion watt-hours of solid-state shared batteries. After completion, the project will drive the automotive industry to transform and upgrade from traditional fuel-powered to clean energy.

Key projects have successively started construction, enhancing the momentum for Mianyang's high-quality development. Since the beginning of this year, Mianyang City has, through measures such as holding citywide key project financing matchmaking meetings and coordinating "one-on-one" land guarantees for key projects, focused on solving funding and land issues for project construction and accelerating the start of projects as early as possible. Of the 116 planned new-start projects, 75 have started, including the CITIC Cultural Tourism and Health Industry Project, the Tianyi Shangjia Smart Transportation Digital Technology Industrial Park, and the Corning Glass Substrate Project, with a start rate of 64.7%.

To accelerate project construction, Mianyang City adheres to monthly scheduling, analyzes and assesses problems existing in projects, implements the notification working mechanism of the "red and black lists," "galloping horse projects," and "snail projects" for the advancement of provincial and municipal key projects and investment operations, and uses supervision and assessment to promote project construction and form effective investment. The 209 continued projects completed an investment of 21.202 billion yuan, completing 52.2% of the annual planned investment, exceeding the time schedule by 10.5 percentage points.

"A total of 84 provincial and municipal key projects are planned to be completed and put into production in 2021, covering fields such as industrial development, infrastructure, and social livelihood. These projects will provide strong momentum for the city's high-quality economic development," said a relevant person in charge of the Municipal Development and Reform Commission. At present, 23 projects, including the Zaojiaopu Railway Logistics Base and Phase III of the Science and Technology City Innovation Center, have been completed or put into production.

To plan and cultivate a batch of major projects that lay the foundation, benefit the long term, and enhance momentum, Mianyang City has established a special project planning task force to guide counties (cities, districts) and parks in planning and packaging projects, linking upper and lower levels to form a work pattern of "combining sectors and blocks and advancing collaboratively," planning a batch and starting a batch every month, accelerating the pace of converting old and new growth drivers, and promoting the rolling and echeloned transformation of reserve projects. At present, the city has planned 4,244 reserve projects for the "14th Five-Year Plan" (excluding continued projects), of which 1,571 are undergoing preliminary work.

Departments across Mianyang City are working with full energy to grasp projects and promote investment, building, supplementing, and strengthening chains around key industries, increasing project attraction efforts, increasing the start of new investment projects, accelerating the construction progress of ongoing projects, and striving to form a virtuous cycle of project investment of signing a batch, starting a batch, constructing a batch, putting into production a batch, and reserving a batch, injecting strong momentum into high-quality economic development.
