Since the beginning of this year, Fushun City has adhered to "two priorities, two promotions, and two neglects" in epidemic prevention and control and project construction, continuously improving the municipal leadership contracting system, the project task force's leading role in advancing projects, and the "project steward" full-process service, vigorously promoting project construction. At the same time, it has implemented approval system reforms such as parallel approval, conditional acceptance, and elements following projects, creating a favorable soft environment for project construction, ensuring projects start early, form effective investment early, and generate economic benefits early. From January to May, the city's fixed asset investment reached 4.24 billion yuan, a year-on-year increase of 8.7%; 243 projects with investment of over 5 million yuan started or resumed construction, completing an investment of 4.24 billion yuan.

Focusing on the rolling construction requirements of "three batches" of projects, Fushun City established a task force for key projects, achieving dedicated personnel, full-time, focused, and specialized work; established a comprehensive citywide project management platform to strengthen full-caliber, full-cycle, and full-element project management and services, promoting task listing, project engineering, and responsibility specification.

Focusing on key links, for projects with incomplete preliminary work, promptly coordinate and resolve prominent problems to promote early project commencement; actively track and serve major projects under construction, accurately implement various policies, and form effective investment as soon as possible.

Fushun City also strengthened the "project steward" team, effectively accelerating land use pre-examination, simplifying approval procedures, leveraging government funds to guide and drive, and ensuring "nanny-style" support services for projects. It strengthened project planning and packaging, planning and reserving a batch of high-quality development projects that conform to the new development philosophy. Focusing on the investment directions and policies supported by the state, it increased efforts to seek funds from higher levels. It established a clear-responsibility and key-point list system, strengthened tracking services, and improved project scheduling and management efficiency. At the same time, it focused on planning and layout of industrial optimization and upgrading projects and park infrastructure, improving the park's project carrying capacity, vigorously introducing high-tech industrial projects and headquarters economy projects to settle in Fushun for construction, supporting counties and districts to accelerate the construction of provincial-level economic development zones, and effectively promoting county economic development.

To create a favorable soft environment for project construction, Fushun City further accelerated project preliminary approval, planning, land, environmental impact assessment, and other approvals, simplified approval processes, compressed time limits, ensured projects accelerate commencement and construction, and formed effective investment. It established a city-county (district) linkage mechanism, formulated lists of commencement and resumption issues, responsibility lists, and problem-solving standard lists, strengthened list management, and coordinated solutions to problems and difficulties encountered in project construction at different levels and categories, creating conditions for realizing a scheduling mechanism with effective process control and obvious construction results. At the same time, it implemented monthly scheduling, quarterly evaluation, and year-end assessment mechanisms for project construction work, fully doing a good job in project scheduling and advancement. It formulated and issued the "Fushun City 2021 Project Construction Work Assessment Measures," encouraging the advanced and urging the lagging through rewards and punishments, forming an assessment system with clear rewards and punishments, and strongly supervising project construction work.

At present, Fushun City has gathered a large number of high-quality projects with good development prospects and large scale: after the third-phase construction project of Donglian Anxin Company with an investment of 100 million yuan reaches production and efficiency, it can achieve an output value of 500 million yuan and pay taxes of 50 million yuan; after the biomass cogeneration project of Zhongneng Jiantou settled in Qingyuan Manchu Autonomous County is completed and put into operation, it will become the ballast stone of local economic development.
