Recently, the "14th Five-Year Plan for Major Construction Projects in Zhejiang Province" (hereinafter referred to as the "Plan") was issued. The Plan focuses on five major areas: scientific and technological innovation, modern industry, transportation facilities, ecological and environmental protection, and social welfare. During the "14th Five-Year Plan" period, Zhejiang Province has arranged 245 major construction projects, with a total investment of 8,263.7 billion yuan.

In the field of ecological and environmental protection, the Plan proposes implementing projects for the protection and restoration of the ecosystems of mountains, rivers, forests, farmlands, lakes, and grasslands; strengthening the construction of ecological corridors; enhancing ecological protection and restoration in the source areas of major river basins, wetlands, and coastlines; and implementing ecological coastal zone construction projects. Among them, the ecological coastal zone construction project has a total investment of 350 billion yuan, with a planned investment of 217 billion yuan during the "14th Five-Year Plan" period. The project will build a coastal greenway trunk network, support and improve offshore express lanes and sightseeing lanes, basically complete ecological construction and seawall restoration and environmental governance for marine wetlands, important water sources, and shelterbelts (including mangroves), and basically complete 3 to 5 demonstration sections. By 2025, an ecological coastal zone with significantly improved ecology, connected transportation networks, distinctive coastal charm, rich characteristic culture, economic prosperity, and prominent smartization will be initially completed; the highway greenway system will be basically connected; and the ecological construction and seawall restoration and environmental governance of marine wetlands, important water sources, and shelterbelts (including mangroves) will be basically completed, making it a new shared space for high-quality coastal life in Zhejiang.

In the field of social welfare, the Plan points out that around urban renewal actions, efforts should be made to improve urban quality and accelerate the construction of future communities, affordable housing, and municipal facilities. Eight major construction projects are arranged, with a planned investment of 1,035.7 billion yuan during the "14th Five-Year Plan" period.

It is reported that the Plan highlights the principle of "factors following projects" and increases support for factor guarantees for major provincial construction projects. The Plan emphasizes striving for national and provincial key infrastructure projects to use the state-reserved land use plan indicators, implementing the land guarantee mechanism for major provincial industrial projects, and giving priority to including projects in fields such as the digital economy, life and health, new materials, and major scientific and technological innovation in the provincial major industrial project library. In the total amount of land transferred by major industrial cities and counties, the proportion of industrial land shall not be less than 30%. Strictly manage the site selection of major construction projects and strengthen the protection of cultivated land resources.
