Recently, the General Office of the Provincial Government issued the "Notice on Further Promoting Full-Process Online Approval of Engineering Construction Projects," proposing that Gansu Province reduce the approval time limit for all engineering construction projects to within 90 working days.

The "Notice" proposes that Gansu Province further deepen reforms of key links, take the lead in formulating model texts of approval flow charts for general energy (focusing on general power access projects), communications and other engineering construction projects, optimize and re-engineer the approval processes for other engineering construction projects, update the model texts of approval flow charts, and reduce the approval time limit for all engineering construction projects to within 90 working days. All localities shall, in accordance with the model texts, maximize the optimization of approval processes, reduce approval time limits, and resolve the bottlenecks strongly reflected by enterprises and the public. It is necessary to further streamline the land use approval link, reduce the time used for planning approval, and realize the electronicization of certificates and licenses for relevant approval results in the stages of project initiation, land use planning permission and engineering construction permission. It is necessary to streamline and standardize technical review and intermediary service matters; for technical review and intermediary service matters involved in the approval of engineering construction projects, those without provisions in laws and regulations shall all be cancelled. It is necessary to publish handling (service) guidelines, clarify the scope of use, service standards, handling procedures, service charges and committed time limits, and realize whole-process management of intermediary services including online display, service entrustment, submission of results, supervision and evaluation.

Before the end of September, Gansu Province shall, according to project categories and levels, formulate "theme-based" and "scenario-based" approval processes for engineering construction projects such as industrial, warehousing, residential, commercial, municipal, education, medical, urban old residential area renovation, urban renewal, the ten major ecological industries, high-quality development of the Yellow River Basin, and big data centers, so as to achieve refined and differentiated management. For industrial projects generally invested by society, the notification and commitment system for approval shall be implemented. For small, low-risk new construction, reconstruction and expansion projects invested by society, on the premise of ensuring safety, government departments shall publish unified conditions for enterprises to start construction; after enterprises obtain land and meet the conditions for starting construction and make relevant commitments, government departments shall directly issue relevant certificates, and the projects can start construction. All localities shall fully implement cross-level online approval and comprehensively promote the application of electronic seals and electronic certificates and licenses in project approval. The merger of construction project planning permits and construction project construction permits shall be promoted to realize "start construction upon land acquisition."
