Recently, according to relevant departments of Lingshui Li Autonomous County, in order to strengthen supervision and management of bidding and further standardize the bidding market order in the construction sector, the Lingshui Housing and Urban-Rural Development Bureau recently carried out a special rectification campaign on bidding for public works and land transfer projects in Lingshui, and reported three issues in the special rectification of bidding for public works and land transfer projects.

Following rectification and verification, it was found that projects such as the township sewage treatment project in Guangpo Town, Lingshui Li Autonomous County, the Jian'er Road Project of Hainan Lingshui Li'an International Education Innovation Pilot Zone (Phase I), and the design-build general contracting (EPC) project of the Taoyuan Public Rental Housing (Phase II) in Lingshui Li Autonomous County had problems including bid documents failing to provide relevant performance records and awards as required by the bidding documents, resulting in deliberate non-substantive responses to the bidding documents, and setting unreasonable conditions to restrict or exclude potential bidders or bidders. At present, Lingshui has recorded the three enterprises involved in bidding problems on the Hainan Province Regulatory Platform for Records of Dishonest Conduct, imposed integrity score deductions of 2.5 to 8 points, and the records of dishonest conduct are valid for 12 months.
