Recently, the Changyang Housing and Urban-Rural Development Bureau issued the Notice on Further Standardizing and Optimizing Construction Permit Management and Promoting the Reform of Joint Review of Construction Drawings for Housing Construction and Municipal Infrastructure Projects, making all-out efforts to further accelerate the approval of engineering construction projects.

The notice stipulates that housing construction and municipal infrastructure projects with an engineering investment of less than 1 million yuan (including 1 million yuan) or a building area of less than 500 square meters (including 500 square meters) may be exempt from applying for a construction permit; construction drawing review for low-risk construction projects shall be cancelled, and the construction unit and the survey and design unit may obtain a construction permit or commence construction after making a quality and safety commitment for the construction project; general construction projects shall adopt the notification and commitment system for handling construction permits; the time limit for construction drawing review shall be shortened, with the joint review time limit for construction drawings of large housing construction and municipal infrastructure projects set at 10 working days, and the joint review time limit for construction drawings of medium-sized and smaller housing construction and municipal infrastructure projects set at 7 working days.
