Recently, Huang Dongming, Deputy Secretary of the Dianbai District Party Committee and District Mayor, led a team to investigate the construction of key transportation projects, rural revitalization, and the work of creating a civilized city and consolidating national sanitary city achievements. Chen Liwen, Deputy District Mayor, and personnel from relevant units including the District Finance Bureau, District Natural Resources Bureau, District Agriculture and Rural Affairs Bureau, and District Transportation Bureau participated.

Huang Dongming and his delegation first arrived at the construction sites of Provincial Highway S291 and Provincial Highway S282 to learn in detail about the project progress. They conducted in-depth communication and coordination with personnel from relevant departments of Maoming City and Gaozhou City regarding the difficulties and problems encountered in the projects, studied solutions, and put forward specific requirements for further accelerating project construction. Huang Dongming pointed out that all relevant departments should base their work on the need to improve people's livelihoods, effectively enhance their sense of responsibility and urgency, take proactive actions, and accelerate project construction progress according to the time nodes; strengthen fund allocation and guarantees, reasonably arrange and organize construction, further study land acquisition and demolition, land use quotas, and other work to ensure the smooth progress of project construction; strengthen communication and contact among relevant departments, promptly resolve difficulties arising during project construction and provide timely consultation and solutions, strongly advance project construction, and ensure the projects are completed as early as possible.

It is understood that the newly built section from Yuntan Xu to Huangling Xu in Gaozhou of Provincial Highway S291 (the Huangling Interchange Connecting Line of the Shanzhan Expressway) has a route length of 6.319 kilometers (including 3.077 kilometers in the Gaozhou section and 3.242 kilometers in the Dianbai section), with an approved estimated investment of 134.9516 million yuan. The project is implemented by the Gaozhou City Highway Bureau, and Dianbai District is responsible for land acquisition and demolition within its jurisdiction. Construction started in June 2019. The main works such as roadbed, pavement, bridges, and culverts have all been completed, with a cumulative total investment completion of approximately 96.6%. Drainage, greening, and other finishing construction are currently underway.

Subsequently, Huang Dongming and his delegation went to Dacun Village, Baishi Village, Donghua Village, and other places in Huangling Town to inspect on-site the village appearance, the achievements of rural revitalization construction, and the implementation of civilized city creation and sanitary city consolidation work in each village. He required that key issues and key tasks be grasped, reasonable planning be carried out, support for industrial development be further strengthened, local camellia oil culture and red culture be deeply explored, villagers' incomes be effectively increased, the vitality of rural revitalization be stimulated, and the foundation for rural revitalization be consolidated; village land use be rationally planned, land resources be fully revitalized, the potential of rural land use be tapped, vacant land in villages be reasonably utilized, infrastructure construction be improved, road hardening projects be well implemented, and a beautiful new countryside with local characteristics be created; the improvement of rural living environments be continuously deepened, daily work on civilized city creation and sanitary city consolidation be continued, and key issues such as village appearance, environmental sanitation, sewage treatment, and rural housing improvement be focused on to comprehensively promote rural construction, so that the general public can have a greater sense of gain and happiness in rural revitalization.
