The total number of approval items for engineering construction projects has been reduced from 72 to 68, approval time has been shortened by up to 57 working days, and the fastest approval time has been improved to 27 working days... On May 7, Zhanjiang held the 17th meeting of the Municipal Party Committee's Commission for Comprehensively Deepening Reform. The meeting reviewed and approved the "Zhanjiang Engineering Construction Project Approval Item Optimization and Adjustment Plan" (hereinafter referred to as the "Plan"), marking that Zhanjiang's engineering construction projects have entered an era of minimalist approval.

Two Adjustments: Committed to Improving Approval Efficiency
Whether approval efficiency can be improved is crucial to whether the reform of "delegating power, improving regulation, and optimizing services" is effectively advanced.
In recent years, Zhanjiang has attached great importance to engineering construction efficiency and approval efficiency. As early as June 2019, it issued and implemented the "Zhanjiang Engineering Construction Project Approval System Reform Implementation Plan." At that time, in accordance with the work requirements of the national and provincial engineering construction project approval system reform, Zhanjiang adjusted the number of approval items from 89 to 72 and compressed the approval time for various engineering construction projects to 35-100 working days.
2021 is Zhanjiang's "Business Environment Rectification and Improvement Year." In February this year, the Zhanjiang Municipal People's Government issued the "Recent Key Tasks for Deepening the Reform of 'Delegating Power, Improving Regulation, and Optimizing Services' and Optimizing the Business Environment in Zhanjiang," which proposed 46 key tasks including "deepening the reform of the engineering construction project approval system," and pointed out the need to reduce engineering construction project approval items and conditions set at the municipal level, streamline technical review and intermediary service matters involved in the entire process of engineering construction projects, and further improve approval efficiency.
Under the promotion of the Zhanjiang Municipal Party Committee and Municipal Government, the Zhanjiang Municipal Housing and Urban-Rural Development Bureau took the lead with relevant departments, referred to the experience of advanced regions such as Haikou, and, in combination with the Provincial Engineering Construction Project Approval System Reform Office's "classified approval" and actual conditions, once again adjusted and optimized engineering construction project approval items and compressed approval time limits, striving to enhance the sense of gain and happiness of enterprises and the public.

Concrete Measures: Specific Approval Times Stipulated
The scope of this adjustment and optimization includes five types of engineering construction projects: government-invested building construction projects, government-invested municipal linear projects, social-invested building construction projects, social-invested municipal linear projects, and social-invested industrial park projects with land transfer based on schemes. The approval processes for each type of project have been refined.
After the implementation of the "Plan," the approval items for each type of engineering construction project correspond to the total number of items in Guangdong Province (mainline items), reducing the original total approval time limit by 8 to 57 working days. Among them, the approval time for government-invested projects has been compressed from 100 working days to 45 working days (43 working days for municipal linear projects), the approval time for social-invested projects has been compressed from 60 working days to 33 working days (32 working days for municipal linear projects), and the approval time for social-invested industrial park projects with land transfer based on schemes has been compressed from 35 working days to 27 working days.
In response to the pain point of previously low approval efficiency, Zhanjiang has made specific provisions for the approval time of different departments involved in each stage of engineering construction project approval. For example, in the engineering construction permit stage for government-invested building construction projects, the approval duration has been reduced from the original 30 working days to 10 working days, involving two matters: "Issuance of Construction Project Planning Permit" by the Zhanjiang Municipal Natural Resources Bureau and "Permit for Civil Building Projects That Should Build or Relocate to Build Air Defense Basements" by the Zhanjiang Municipal Housing and Urban-Rural Development Bureau. The former should be completed within 10 working days, and the latter within 3 working days, with the two handled in parallel.
The implementation of various measures will enhance the effectiveness of Zhanjiang's engineering construction project approval system reform with a higher level and better services, promote the early implementation, early commencement, and early results of various engineering projects, attract more enterprises to invest in Zhanjiang, stimulate market vitality, and boost the city's development confidence.
